주민참여를 통한 지방공기업 청렴도 제고 방안 분석 (An Analysis on the Improvement of Integrity of Local Public Enterprises through Residents' Participation)

초록

본 연구는 지방공기업의 청렴 개념에 대한 이해를 기반으로 청렴의 개념적 확장 방안을 탐색하여 실증적으로 분석하는데 목적이 있다. 구체적으로 지방공기업의 청렴도는 무엇이며, 어떻게 연구되는지 살펴보고, 이를 개념적으로 확장하여 주민참여의 측면에서 지방공기업의 청렴도를 제시하고자 한다. 지방공기업의 주요 연구들은 조직의 성과에 초점을 맞추고 있으나, 지방공기업이 궁극적으로 지역주민의 삶의 질을 높이기 위한 서비스를 제공한다는 점에서 주민들의 시각에서 지방공기업에 대한 논의가 필요하다. 분석을 위하여 지방공기업평가원의 주민참여방안 인식조사자료를 활용하였다. 분석결과, 주민 참여의 측면을 살펴보면 긍정적인 참여 동기를 지니고 있는 경우, 지방공기업 직원들의 경각심을 높이는데 유의미한 영향을 미치는 것으로 나타났다. 반면 부정적 목적 혹은 사적이익을 추구하기 위하여 참여하는 동기는 직원의 경각심에 부(-)의 영향을 미치는 것으로 나타났다. 그러나 참여동기의 의도와 무관히 견제 및 감시수단에는 통계적 유의미성이 없었다. 결국 직원들의 내부 조직문화를 개선하기 위해서는 주민들의 참여가 필요하다는 것을 알 수 있다. 참여의식의 수준은 필요성에 대하여 적극적으로 인식하는 경우 청렴도에 긍정적 영향을 미치고 있는 것으로 나타났다. 반면, 시간낭비에 대한 인식과 지역과의 유대감 형성 등의 경우 견제 및 감시제도가 참여를 통해 확보할 수 있다고 이해하고 있었다. 기존의 주요한 요인인 조직관리와 정보제공의 경우 리더의 관리역량과 객관적 입장에서의 정보제공이 견제 및 감시수단을 확보하는데 유의미하게 나타났다. 그러나 지방공기업이 기관의 긍정적인 입장을 보여주는 정보만 제공한다고 인식하는 경우 견제 및 감시수단 확보에 부정적인 결과가 나타났다.

영어초록

The purpose of this study is to empirically analyze the conceptual expansion plan of integrity based on the understanding of the concept of integrity of local public enterprises. Specifically, we will examine the integrity of local public enterprises and how they are studied, and conceptually expand it to present the integrity of local public enterprises in terms of resident participation. Major studies of local public enterprises focus on organizational performance, but discussions on local public enterprises are needed from the perspective of residents in that local public enterprises ultimately provide services to improve the quality of life of local residents. For the analysis, data from Evaluation Institute of Regional Public Corporation's perception of residents' participation plan were used. As a result of the analysis, looking at the aspect of resident participation, it was found that having a positive motivation for participation had a significant effect on raising the awareness of employees of local public corporations. On the other hand, it was found that the motivation to participate in pursuit of negative purposes or personal interests had a negative (-) effect on employees' awareness. However, regardless of the intention of the motivation to participate, there was no statistical significance in the means of check and monitoring. In the end, it can be seen that the participation of residents is necessary to improve the internal organizational culture of employees. It was found that the level of participation consciousness had a positive effect on integrity when actively recognizing the necessity. On the other hand, it was understood that the check and monitoring system could be secured through participation in the case of recognition of time waste and formation of bonds with the region. In the case of organizational management and information provision, which are the existing major factors, the leader's management capabilities and information provision from an objective point of view were significant in securing checks and monitoring means. However, if local public enterprises recognize that they provide only information showing the positive position of the institution, negative results were found in securing check and monitoring.
