일본의 민간 역사교육 운동의 과거, 현재 그리고 미래 -역사교육자협의회 활동을 중심으로 (The Past, Present, and Future of the Private Sector Based Japanese History Education Movement - With a special focus on the activities of the History Educators' Association(Rekishi Kyoikusha Kyogikai))

초록

일본 역사교육에 대한 기존의 연구는 일본 교과서의 역사인식에 대한 비판적인 검토나 제도적 고찰에 머무는 경우가 대부분이었지만, 최근에는 일본의 역사교육을 상호인식의 관점에서 고찰하는 것을 목표로 한국의 역사교육에 대한 반성도 함께 전개되고 있다. 이와 같은 변화의 흐름 속에서 한일 양국의 공동의 역사인식의 공유 방안이 모색되었으며, 이 과정에서 일본 민간 역사교육 운동의 중심에 선 역사교육자협의회의 활동이 주목된다.
이 글에서는 전후 일본 민간 역사교육 운동을 1949년부터 현재까지 지속적으로 전개시켜 온 역교협의 활동을 기관지인 『歷史地理敎育』을 통해 살펴보았다. 역교협은 戰前까의 군국주의적 역사교육을 반성하고, 戰後 평화와 민주주의 사회의 건설을 목표로 도입된 사회과 교육을 통해 올바른 역사인식을 확립, 발전시키기 위해 현장에서 교육 실천하였다. 전후 새롭게 출발한 일본의 교육개혁이 반동화 하기 시작한 1950년을 전후로 하여 역교협은 평화와 애국의 역사교육 운동을 전개하였으며, 교육과정의 교육내용을 자주적으로 편성하였고, 1970년대에는 지역사 발굴운동을 통해서 국민의 역사의식 형성에 중요한 역할을 담당하였다. 그러나 역교협의 이러한 활동도 정부의 국가주의의 교육강제를 좌절시키지 못했으며, 결국 1990년대는 전후 민주주의 상징으로 도입된 사회과가 해체되고 말았다. 따라서 역교협은 국가주의적 역사인식의 강화를 목표로 사회과 해체에 반대하면서, 21세기 동아시아의 올바른 역사인식의 확립, 발전시키기 위해 빙안으로서 공동의 역사인식을 담은 역사 교과서 만들기 운동에 적극적으로 참여하게 되었다.
이처럼 역교협을 비롯한 민간의 역사교육 운동은 동아시아 공동의 역사인식을 마련하기 위한 국제적 역사연대를 추진하는 운동의 전환을 새롭게 모색하기 시작했다. 그리하여 최근 이러한 움직임이 결실을 맺어 ‘역사 교과서 대화’를 통해 한일 공동의 역사교재를 발간하였으며, ‘평화와 공존’의 동아시아상 형성을 위한 교사, 학생들의 수업 실천과 교류가 지속적으로 확대되고 있다. 요컨대 한일 양국이 공유하는 역사인식 방안 마련에 민간 역사교육운동이 갖는 역사적 의미는 매우 크다고 하겠다.

영어초록

Previous studies on Japanese history education have been limited to critical reviews and institutional analyses of the historical perceptions contained in Japanese history textbooks. However, recent studies conducted as part of efforts to bring about a reconsideration of Japanese historical education from the standpoint of mutual perceptions of history have also involved a general reflection on history education in Korea. These ongoing changes in the prevailing circumstances have led to an active search for measures which could lead to the development of a shared perception of history between Korea and Japan. In this regard, there is a need to pay attention to the activities of a group which has been at the center of the private sector based history education movement in Japan: the History Educators' Association (Rekishi Kyoikusha Kyogikai).
To this end, using the Journal of Historical Geography (歷史地理敎育), this study analyzes the activities of the History Educators' Association (Rekishi Kyoikusha Kyogikai) in relation to the Japanese history education movement, and this from its inception in 1949 all tile way down to tile modem era. Through its social studies course introduced as part of efforts to build a peaceful and democratic society in me aftermath of World War Ⅱ, tile History Educators' Association has contributed to bringing about a sincere reflection on the militarism-oriented history education that reigned prior to World War Ⅱ, and to establishing a correct perception of history. From the spread of Japanese educational reforms in the 1950s onwards, me History Educators' Association has played an active role in bringing about a history education movement that has been anchored in the notions of peace and patriotism, while also independently establishing the contents of numerous educational curriculums. It also played an important role in tile formation of me national perception of history through its support for me movement for the development of regional history mat emerged in the 1970s. Nevertheless, these activities on me part of tile History Educators' Association proved to be unable to stem the Japanese government's efforts to force through nationalism-oriented educational programs. Further compounding matters was me fact that me social studies course originally introduced as a symbol of democracy was eventually abolished during the 1990s. The History Educators' Association's objection to the abolishment of me social studies course aimed at strengthening the nationalism-based perception of history naturally led to its active participation in the Design History Workshop convened to develop a shared perception of history in order to eventually lead to the establishment and development of a proper historical perception of East Asia in the 21st century.
As such, this private sector based historical education movement which encompasses the History Educators' Association has begun to search for new measures to foster the international joint history research needed to develop a common perception of East Asian history. This has already resulted in the publication of Korea-Japan joint history textbooks through the aptly named 'dialogue over history textbooks', and in continuous exchanges between teachers and students designed to help peace and coexistence take root in East Asia. As such, from the standpoint of the historical significance of the private sector based Japanese history education movement, there is a need to prepare measures for the development of a common historical perception between Korea and Japan.
