인터넷 항의와 정치참여, 그리고 민주적 함의:2008년 촛불시위 사례 (Protest Using the Internet, Political Participation and Its Democratic Implications: The Case of the 2008 Candlelight Protest in Korea)

초록

2002년 이후 발생한 일련의 대규모 촛불시위는 항의의 정치와 인터넷의 만남으로 세대와 계층을 초월한 광범위한 참여를 동원하면서 엄청난 사회적 반향과 학문적 논쟁을 불러일으켰다. 이 글의 목적은 온라인과 오프라인의 상호작용을 기반으로 이루어진 2008년 촛불시위 사례의 분석을 통해서, 새로운 참여 수단인 ‘인터넷’과 대규모 정치항의를 상징하는 ‘촛불’의 만남이 한국 정치참여의 새로운 방식의 등장인지, 그리고 한국 정치에 어떤 민주적 함의를 제시하는지를 검토하는 것이다. 분석결과는 다음과 같다. 첫째, 두 가지 측면에서 새로운 정치참여의 가능성을 보여주었다. 하나는 촛불시위 초기의 생활정치 이슈의 대두와 여중고생 및 주부 등 새로운 계층의 자발적인 참여, 그리고 문화제 형식의 새로운 시위문화의 등장이고, 다른 하나는 인터넷 네트워크를 기반으로 하는 탈조직화되고 탈중심적인 동원과 조직화를 통해 모든 세대와 계층들이 자발적으로 참여하는 대규모 시위로 확산되었으며 온·오프라인의 상호작용을 바탕으로 한 다양한 저항방식을 만들어냈다는 점이다. 둘째, 촛불시위는 ‘직접민주주의’의 강화와 ‘대의민주주의’의 보완 사이에서 어떤 하나의 배타적 선택이 아니라 상호 연계를 통해 제도적 실천으로 구현될 수 있는 구체적 방안에 대한 논의로 발전되어야 한다는 것이다. 셋째, 촛불시위는 민주화 이후 20년이 지난 지금에도 여전히 한국에서 항의의 정치가 결코 가볍지 않은 비중을 차지하고 있음을 보여주었으며, 선거나 투표와 같은 관습적 정치참여 못지않게 새로운 형태의 정치참여에 대한 관심이 필요하다는 점을 제기하고 있다. 마지막으로, 촛불시위는 시민의 정치적 인식이나 정치참여의 양상이 바뀌고 정치참여 환경이 네트워크 중심으로 전환되면서 정치과정의 새로운 다이내미즘을 만들어내고 있지만, 기존의 정치제도로는 이러한 정치행태들을 온전하게 포용할 수 없었다는 것을 보여주었다. 촛불시위는 시민들의 정치참여 채널을 제도적인 틀을 넘어 개방성을 높이는 방향으로 기존의 제도와 관행들을 개선해 나가야 할 필요성을 제기하고 있다.

영어초록

‘Candlelight Protest’, a series of a large scale demonstration that started after 2002 and understood as the amalgamation of internet and protest politics, mobilized an extensive participation of every generation and social hierarchy and provoked great social sensations and academic discussions. The purpose of this article is to determine whether or not the amalgamation of “Internet”, the new participant tool, and “candle”, a symbol of large-scaled political protest, is a new way of the political participation for people and to discuss its democratic implication by analyzing a candle protest in 2008 which was based on the interaction between on-line and off-line activities. The result of the analysis is shown as the following. First, it showed a new possibility for political participation in two aspects. One of the aspects is the appearance of politics in early stage of everyday life and voluntary participation of new participatory groups: housewives and female students going to either high school or middle school. The other aspect involves a large scale of voluntarily demonstration and various new methods through the post organizational mobilization based on the interaction between on-line and off-line activities. Second, the discussion about candle protest should be developed to draw out specific solutions that could be institutionally implemented through a mutual link instead of an exclusive selection between the reinforcement of direct democracy and the supplement of indirect democracy. Third, the candle protest shows that the politics of protest still has weight in Korea and suggests that the interest for a new type of political participation is no less important than institutional participations like voting. Lastly, even though the new dynamism is made as political recognitions, the political aspects are changed, and the political environments are shifted to network oriented, the candle protest showed that the current political institution cannot embrace the new political behaviors. The candle protest suggests that improving the current institutions and behaviors for citizens' participation should be opened beyond the institutional frame.
