무엇이 끝났고, 무엇이 시작되어야 하는가?: 트럼프, 박근혜, 그리고 전후 자유주의적 국제주의의 위기 (What Has Been Ended and What Is To Be Done?)

초록

본 논문은 전후 체제를 지탱했던 자유주의의 위기를 보여주는 징후로 트럼프 현상을 짚어보고 유사한 맥락에서 박근혜 체제의 등장과 그 이후 벌어진 탄핵 정국의 의미를 검토하고자 한다. 이 과정에서 필자는 보수정권의 몰락과 진보정권의 출현이라는 일반적인 견해를 해체하고 탄핵의 의미를 87체제의 ‘되튀어 오름’으로 정의할 것이다. 지난 촛불은 분명 ‘혁명’이라는 수식어에 걸맞은 특징들을 보여주지 않았지만 그럼에도 중요한 정치적 분기점을 형성한다고 할 수 있다. 그람시적인 의미에서 ‘변형주의’라고 볼 수도 있을 이런 상층부 정권교체는 궁극적인 기층 차원의 변화를 추동해내기 역부족이다. 이런 한계에도 지난 촛불은 분명 87년 이후 한국 사회에서 지속적으로 분출했던 자유주의의 ‘정상화’ 운동이 일정한 결실을 맺은 결과라고 볼 수 있을 것이다. 촛불의 양가성은 모순적으로 보이지만 또한 가능성을 포함하고 있다는 점에서 한국 정치에 단절을 초래할 것이라고 볼 수 있다. 필자는 이런 취지에서 18세기 위기를 맞이한 자유주의가 글로벌화의 과정에서 ‘불균형’하게 발전해온 맥락을 지적하고, 냉전 시기 동안 관철된 국제적 자유주의의 확산을 분석하고자 한다. 자유주의는 자유라는 공리의 역할을 통해 규범을 강제하는 생명관리정치의 통치술이다. 생명권력이 조장하는 생명정치는 근본적으로 인구 통제와 관리를 목표로 삼는다. 필자는 이런 자유주의의 전개과정에 주목하면서 한국에서 이루어진 ‘민주화’의 과정과 이런 국제적 자유주의가 어떻게 연동하고 있는지 살펴보고, 박근혜 탄핵을 ‘진보의 비가역성’에 대한 증거로 파악하고자 한다.

영어초록

The essay examines the crisis of liberal internationalism and discusses the meaning of the Korean political transition from the conservatives to the progressives. The aim of the argument is to prove that the domestic situation in South Korea is related to the global scope of liberal movements and would end up “transformism” in a Gramscian sense. I deal with the problem of liberal internationalism from the perspective of Michel Foucault and investigate the way in which the liberal technology of government becomes generalized around the world in the postwar era. The postwar liberalization or liberal internationalism still works out after the decline of liberalism in Europe since 18th Century. It serves as an idea for the non-Western countries and exclusive to the radicalism. The phase of Cold War has helped to sustain the idea of liberalism intact and re-produced the fantasy of justice. Liberalism is the general framework of biopolitics and the governmental art of life justified by the role of liberty, i.e. “the principle of the self-limitation of governmental reason.” Biopower as the form of regulatory power gives rise to biopolitics whose aim is to control the population and whose tactics are the practices of demographers, sociologists and economists. As biopolitics is the problem of population, which is the basis of political economy, liberalism is always related to economy rather than politics. From this perspective, the government in the liberalist criterion should be limited within the question of economic truth and fitted to the economic efficiency. Thus, the utility is considered the most crucial for the purpose of government. This axiom of liberalism is not likely along with Raison d’État, the “rationalization of a practice, which places itself between a state presented as given and a state presented as having to be constructed and built.” Originally, the art of government should be required to stabilize its rules and rationalize the objective of the state. In this way, the task of government was identical to what the state should be.
