괴물의 탄생 - 신자유주의, 유연성 그리고 ‘지존파(至尊派)’ (The Birth of a Monster)

초록

우리는 신자유주의(Neoliberalism)를 모든 전체주의들 중 가장 강력한 우두머리로, 또는 일상적인 욕망에서부터 생활세계의 미시적인 수준에 이르기까지 ‘총력전(total war)’의 기제를 이식해 놓은 무시무시한 체제로 봐도 무방하다. 물론 신자유주의 체제에서 이 총력전이라는 명칭은 ‘무한경쟁’이라는 완곡한, 또는 덜 무시무시해 보이는 용어로 대체되었을 뿐이다. 개미지옥과 흡사한 전 방위적 경쟁 시스템 안에서 인간은 신체나 감정, 심지어 마음까지 자신의 모든 요소를 총동원해서 ‘환금성’을 지닌 것으로 끊임없이 탈바꿈시킬 수 있어야 한다.
그러나 경쟁의 규칙은 매번 바뀐다. 이전 규칙에 적응하기도 전에 새로운 규칙을 받아들여야 한다. 따라서 계속 움직이지 않으면 안 된다. 자신의 신체와 마음을 지속적인 유동성의 압력에도 내구성을 지닌 것으로 변형시켜야만 한다. 그렇지 않으면 결국 도태된다.
적자생존과 우승열패의 법칙이 자리한다. 또 다른 형태의 사회진화론으로 귀결돼버린 광범위한 경쟁 시스템 안에 올바른 의미의 ‘사회’가 들어설 지반은 없다. 단적으로 말해 신자유주의 체제는 사회를 증발시켜버렸고, 개인을 자기상실자 무리 또는 초조한 외톨이와 같은 찰나적이고 파괴적인 실존으로 지속적으로 몰아가는 구조이다. 궁극적으로 그렇게 내몰린 자들을 잔혹한 ‘괴물’과 같은 인격으로 둔갑시켜 버리는 일이 오늘날 빈번히 발생하고 있다. 이것이 이 글의 문제의식이다.
이 글에서는 신자유주의 ‘산(産)’ 괴물의 출현을 설명하기 위해 1994년 당시 한국 사회를 충격과 공포의 도가니로 몰아넣었던 엽기적인 연쇄살인 사건, ‘지존파(至尊派)’ 사건을 집중적으로 조명할 것이다. 이 사건은 한국 범죄사의 임계점(critical point)이었다. 뿐만 아니라 국가나 사회에 대한 증오와 원한의 감정이 ‘자기파괴’에서 타인들에 대한 무차별적인 테러와 공격으로 전이된 결정적인 계기를 만들었다. 곧 자신들의 절망을 무력한 약자들에게 쏟아 붓는 무력함의 전형인 ‘전위된 공격성’이 바야흐로 전 사회적으로 만연해가고 있음을 알리는 신호탄이었다는 점이다.
그러나 더 중요하게 고려해야 할 사항은 바로 한국에서 신자유주의 체제의 출현과 지존파 사건의 발생이 때를 같이 했다는 점이다. 이 사건이 일어난 때는 32년간 지속된 군사정권이 종식되고 명목상 ‘문민정부(文民政府)’가 탄생한 시점이다. 그러나 동시에 김영삼 정권이 국제화 또는 세계화라는 슬로건을 앞세워 반(反)노동 기조의 경제 개혁 정책을 강압적으로 시행하고, 또한 한국 경제를 무리하게 글로벌 시장경제로 편입시킴으로써 사실상 신자유주의 체제가 자리 잡은 시점이기도 하다. 결국 지존파를 지극히 반인륜적이고 ‘예외적’인 범죄의 무리로 보는 대신, 향후 한국 사회의 음지 곳곳에서 창궐하게 될 온갖 신자유주의 산 괴물들의 원형 같은 것으로 보는 시각이 필요하다.
이 글에서는 이와 같은 시각 아래, 지존파 사건을 징후적으로 독해함으로써 신자유주의와 감성의 문제를 비판적으로 사유해보는 길을 택할 것이다. 그리고 이를 위해 신자유주의 체제를 근원적으로 떠받들고 있다고 생각되는 강력한 신화 곧 ‘유연성’에의 추구라는 신화(=가상)를 주로 문제 삼게 될 것이다. 궁극적으로 신자유주의 체제가 부추기는 유연성의 신화에서 배제되고 탈락된 자들이 괴물과 같은 실존이 될 수밖에 없음을 밝히고자 한다. 동시에 유연성의 신화가 직조해낸 한국 사회의 부정적이고 파괴적인 감정들의 흐름을 기술하고, 덧붙여 거칠게나마 그 극복 방안까지 검토해볼 것이다.

영어초록

We can see Neo-liberalism as the head of totalitarianism or a horrible system which got implanted a mechanism of ‘total war’ from daily desire to microscopic level of life world. Of course, the horrible term of total war is replaced with an indirect and less horrible term of unlimited competition in neo-liberalism. In a total directional competitive system like an ant lion’s pit, human beings should keep transforming oneself to be with liquidity by using all the elements from body and emotion to mind.
Unfortunately, the rule of competition changes every time. Even before adjusting to the existing rules, we should accept new ones again. Thus, what we need is just keep moving. We must transform our body and mind to stand the pressure of continuous liquidity, or fall behind.
It is the law of Survival of the Fittest. There is almost no base for proper ‘society’ in the extensive competition system resulting in another type of Social Darwinism. For the humans driven to chronical fatigue and neurosis, this world is an arena of survival game. The others except oneself are just a latent enemy. There is little room to think of emotional bond to keep a society and a virtue such as faith or loyalty.
Shortly speaking, neo-liberal system evaporated a society and keeps driving an individual to an instant and destructive existence like a self-loss or lonely crowd. Today it is often that those who are driven to the end are finally transformed to the personality of a cruel monster. It is what this study critically questions.
To explain the advent of such a monster, as a product of neo-liberalism, this study focuses on the ghoulish serial murder case known as ‘Jijonpa’ murder in 1994 which shocked and scared the whole Korean society.
The case was a critical point of history of Korean crime. And that played a key momentum to transfer personal hatred and regret of the country or society from ‘self-destruction’ to unconditional terror and aggression to the others. It was a signal flare that ‘displaced aggression’ which is a model of impotence that pours one’s desperation onto the weak got spread into the whole society.
What we should consider more importantly is that the advent of neo-liberal system in Korea and Jijonpa case happened almost in the same period, It is not a simple coincidence. The crime happened when nominal ‘civilian government’ was born after termination of the military regime sustained for 32 years. And it was when neo-liberal system was actually established as the Kim Young-sam government forced economic reformation policy of anti-labor basis under the slogan of internationalization and globalization, and incorporated Korean economy by force (or blindly) into global market economy. Thus, it is necessary to see Jijonpa case as a prototype of the monster neo-liberalism produced to be rampant in every shady spot in Korean society in the future, rather than to see as an extreme anti- humanity and ‘exceptional criminal gang’.
With the view above mentioned, this study reads the Jijonpa crime as symptomatic in order to critically think of the matter of neo-liberalism and emotion. To do so, we focus on the powerful myth regarded to support neo-liberal system rootedly, that is the myth (=illusion) of pursuing ‘flexibility’. Ultimately, it is to prove that those who excluded and dropped out of flexibility encouraged to be an existence like a monster by the neo-liberal system. In addition, the study deals with the flow of negative and destructive emotion which the myth of flexibility produced in Korean society, and reviews the counter measure even if it is rough.
