종교계 남북교류협력과 한계 : 천도교의 활동을 중심으로 (Cooperation and Limitations of Inter-Korean Exchange by Religious Groups in South Korea : Focusing on the Activities of Cheondogyo)

초록

이 연구의 목적은 종교계의 남북교류협력과 한계를 천도교를 중심으로 알아보고 방안을 내는 것이다. 종교계의 남북교류를 알아보는 까닭은 종교계의 사회통합 기능과 시민사회형성 기능 때문이다. 이 두 기능은 남북통일 과정과 결과에 큰 기여를 한다. 종교계 중 천도교를 중심으로 살피는 이유는 남과 북에 서로를 인정하는 유일한 종교이기 때문이다.
이 연구의 내용은 종교계의 남북교류협력의 보편성과 천도교의 특수성이다. 종교계의 보편성은 개인교류, 긴급구호, 인도 지원을 위한FBO 설립과 활동, 특정 영역에 집중한 사업 진행이라는 단계를 거쳤다는 점이다. 천도교의 특수성은 남북한 천도교의 공동사업과 인도 지원사업의 부진이다. 이러한 부진의 까닭은 FBO의 규모와 역량 부족, 사업 대상의 협소성, 사업 성격의 모호함, 주관부처 미등록이다.
이 연구의 결과는 천도교의 사업 방향의 전환이다. 다른 종교계에 뒤처지는 인도지원 사업이 아닌 사회통합 프로그램에 집중이 필요하다.
그 까닭은 남과 북의 통일 지향점은 서구 근대성(제1근대성)도, 사회주의 근대성(제2근대성)도 아닌 제3의 근대성이어야 하기 때문이다. 남과북을 모두 경험한 천도교가 이 상황에서는 유리하다. 그러기 위해서는사회통합 프로그램을 운영하는 조직을 만들어야 한다. 이는 통일 이후“국가만들기”에 필요한 사회통합을 위함이기도 하다.

영어초록

The purpose of this study is to find out cooperation and limitations of inter-Korean exchange by religious groups in South Korea, focusing on Cheondogyo, and to come up with an alternative plan. The reason why this looks into inter-Korean exchanges by religious groups is that the function of religion is social integration and civil society formation. These two functions contribute greatly to the process and results of the South and the North unification. And the reason why this focuses on Cheondogyo among religious groups in South Korea is that it is the only religion that recognizes each other in the South and the North.
The contents of this study are the universality of cooperation and limitations of inter-Korean exchange by religious groups in South Korea and the specificity of Cheondogyo. The universality of religious groups in South Korea has gone through the stages.
There are personal exchanges, emergency relieves, Faith Based Organisation(FBO) establishment and activities for humanitarian assistance and projects focused on specific areas. The specificitiy of Cheondogyo are achievement of joint projects of Cheondogyo between the South and the North and and sluggishness of humanitarian assistance. The reasons for this sluggishness are the lack of FBO’s size and capacity, the narrowness of the inter Korean exchanges targets, the ambiguity of the inter-Korean exchanges contents, and the non-registration of the competent ministry for inter-Korean exchanges.
The result of this study is a change in the direction of Cheondogyo’s inter-Korean exchanges. It is necessary to focus on social integration programs, not humanitarian assistance that lag behind other religious groups in South Korea. The reason is that the goal of reunification between the South and the North should be the third modernity, not the Western modernity(the 1st) or socialist modernity(the 2nd). Cheondogyo, which has experienced both the South and the North, is advantageous in this situation. To do so, it is necessary to create an organisation that operates social integration programs. This is also for social integration necessary for “Nation-Building” after unification.
