Kim Kecho, the mining company owner and famous pro-Japanese businessman built a dance hall named Kukje-munwhasa shortly after the Korean Liberation. The dance hall was one of the secret intelligence agencies that was founded and supported by the Government General of Korea for the establishment of a pro-Japanese Korean Government, with purposes of assassination of anti-Japanese and pro-American political leaders, of espionage against the United States Army Military Government in Korea(USAMGIK), and of disturbing the general peace in Korea. The Government General of Korea gave Kim a total sum of 3.1 million yen by illegal cash and bank advances. Then the Government General of Korea furnished an additional 4.14 million yen through a bank loan. All the important high ranking officers under the Government General of Korea signed the illegal loan documents. Nishihiro, the Chief of Police Bureau of the Government General of Korea, played an especially important role in gathering and distributing illegal funds.
According to the C.I.C. interrogation reports, Kim furnished half a million yen to the key Korean political leaders and parties. Before the disguised secret intelligence organization was activated, it was divulged to the U.S. military Counter-Intelligence-Corps, by Kim's partners, as an subversive activities and espionage organization. According to the C.I.C investigation, the Government General, the vice Government General, and the Chief of Police Bureau were found to be closely related to the dance hall plot.
Kim strongly denied his relations with the Government General of Korea, but the high ranking officers all admitted that they approved the bank loan for the establishment of the dance hall to prevent sexual assault of Japanese women by the U.S. army. Nevertheless, Kim and high ranking officers of the Government General of Korea denied the politically subversive nature of the dance hall. There were so many testimonies as to the real aim of the dance hall, but C.I.C and the Korean court failed to find concrete evidence of Kim's plot. So Kim was sentenced to 10 months of imprisonment with hard labor, and the court stated there was not enough evidence to convict him of subversive activities.
But it was important that the dance hall itself was a secret intelligence and subversive agency strongly supported by the Government General of Korea, and Kim had been funded with sums of money far too large for the admitted purpose of protecting Japanese women's chastity. Kim Kecho's plot was an example of the high influence of the Japanese maneuver remaining in the Korean political scene shortly after the liberation.
