고려 말 조선 초죽정(竹亭) 최유경(崔有慶)의 생애와 활동 (Choe Yu-gyeong’s Life and Activities during the late Goryeo to early Joseon Periods)

초록

고려후기에 전주최씨는 최득평과 최재의 조정에서의 활동과 신진사대부와의 통혼을 통해 사회적 기반을 마련했다. 그리고 최재의 아들인 최유경이 음직과 과거 두 방향에서 관로에 진출함으로써 이후 사대부가로서의 위치를 확립했다. 그는 중원과 자국의 왕조 교체라는 동북아시아의 격변을 몸소 체득하며 40대 중반에 위화도회군, 50대 후반에 태종 즉위의 추인을 위한 명나라 사행을 경험하고 실행했다. 염창(鹽倉)의 정비, 환관 윤충좌(尹忠佐)의 탄핵, 이사충(李思忠) 가노(家奴)의 주인살해미수사건 처리, 전민(田民)의 추고(推考)와 변정 등은 최유경이 출사 이후 위화도회군 이전까지 처치한 일이었고, 그 평은 긍정적이었다.
남부지방의 왜구를 퇴치하기 위해 40대 초반의 이성계와 30대 중반의 최유경은 도원수와 부원수로 만났다. 이후 1388년 요동정벌에 참전했으나, 최유경은 이성계가 주도한 위화도회군에 부정적이었다. 그런데 그는 원래 최영보다 이성계와 뜻을 함께 했었던 것으로 보인다. 즉 최유경이 회군을 우왕에게 보고한 것은 회군 자체에 대한 반대이기 보다 당시 군영과 민간에 만연해 있던 ‘목자득국참(木子得國讖)’과 관련한 동요 때문이었다. 그의 배반 행위에도 불구하고, 왕에 대한 충의로 이를 포용하고 계속 중용했던 이성계의 속내는 막료로서 그에 대한 철저한 신임에 바탕을 둔 것이었다.
하지만 최유경은 신왕조 건설 세력에게 일정하게 배제되었다. 그가 신왕조에서 본격적으로 등용된 것은 정국 안정의 도모를 위해 전왕조의 신료를 회유하기 위해 이루어진 1395년의 원종공신 녹훈부터였다. 이후 최유경은 태안에서의 운하 건설을 검토하고, 한양도성 건설의 책임을 맡았다. 그가 조선왕조에서 이렇게 활동할 수 있었던 배경에는 ‘포치(布置)하는 재주가 있다’는 것으로 대표할 수 있는 이성계의 절대적인 신임 때문이었다.
최유경은 태종 즉위에 대한 명나라 황제의 고명(誥命) 획득과 요동의 군사적 상황에 대한 정보 수집을 목적으로 명나라 사행을 했다. 그러나 태조의 사망 즉시 그에 대한 비판이 거세졌고, 이후 정계에서 물러날 수밖에 없었다. 그는 성리학을 바탕으로 하면서도 토목‧건축은 물론 음양‧천문‧지리 등에도 능했다. ‘포치의 재주’는 그의 다양한 학문의 섭렵과 강직하고 청렴공근한 처신, 주변을 아우르는 포용 등을 의미했다.

영어초록

During the latter half of the Goryeo period, Jeonju choe clan prepared the social foundations of their life and career by participating in activities under the auspices of Choe Deuk-pyeong and Choe Jae as well as marrying into the family of a newly literati. Thus, Choe Jae’s son, Choe Yu-gyeong, sped through the double pipelines of promotion without the necessary civil service test and the state examination to subsequently establish his position as a scholar official clan. Learning from his personal experience of the upheaval in his own East Asian country as well as the central districts brought about by the removal and replacement of the king, he experiences the retreat from Wihwa Island in his mid-forties and arranged a diplomatic mission to the Ming dynasty for purposes of confirming King Taejongs ascension to the throne. Service in the salt storage(鹽倉), the impeachment of the eunuch Yun Chung-jwa, the disposal of the incident of the domestic servant Yi Sa-chung’s attempted murder of his master, the thorough investigation of farming people were all incidents that death with situations from after he entered his career as an official to some time before the retreat from Wihwa Island, and his judgements of the handling of these incidents were positive. Yi Seong-gye, who had suppressed the Japanese pirates from the south and Choe Yu-gyeong met through Commander-in-Chief and Second-in-command, when Yi was in his early forties and Choi in his mid thirties.
After meeting, Choe Yu-gyeong participated in the 1388 conquest of Liao Dong but disapproved of the retreat from Wihwa Island led by Yi Seong-gye. In the beginning, however, he seems to have identified more closely with Yi Seong-gye than with Choe Yeong, as one can see from the focus of Choe’s report to the emperor regarding the retreat; rather than focusing on his objects to the retreat itself, the report instead highlighted the disturbance among the troops and civilians caused by prophecy of Yi clan step up the new country(木子得國讖). In spite of Yi’s seemingly treacherous activities, Choe continued to embrace him as loyal to the king and as an important staff member who continued to receive important positions against a background of intense fidelity represented as an arrangement capabilities.
Still, Choe Yu-gyeong was routinely excluded from positions of power behind the construction of the new dynasty. His actual appointment during the new dynasty started with recording contributor, in 1395 in order to pacify the court officials of predynastic as part of an overall scheme to maintain political stability. After this, he took on the responsibility for examining the construction of a canal in Tae-an and the construction of the Seoul City Wall. Considering his ability to perform such activities during the Joseon dynasty, one could state that he had an ability to get things done, due at least in part to his intense faith in Yi Seong-gye, King Taejo.
Choe Yu-gyeong carried out a diplomatic missionary in part to confirm King Taejong’s ascension to the throne, in part to gain the Ming emperor’s imperial mandate, and in part to gather intelligence on the military situation in Liao Dong. With condemnation increasing quickly and violently directly after King Tae-jo’s death, however, and Choe was subsequently unable to avoid being expelled from the political world.
