19세기 말 任實郡의 邑政 운영과 結戶錢制 시행 (Restoring Social Order and Implementing the Land-Household Tax System in Imsil County : Chosŏn Society at the Dawn of the 20th Century)

초록

이 논문은 1895～1897년 전라도 임실군에서 동학농민전쟁 수습과 結戶錢制 시행이 지역민과 군수 및 정부의 교섭과 길항 속에서 진행된 실상을 드러내면서 군현 단위에서 19세기 말 지역사회의 실태와 지방-중앙의 왕래 양상을 미시적으로 관측하였다.
지역민의 불만을 무마하기 위해 임실군에서는 현지의 관행, 道 차원의 비상시 대책, 중앙의 시책을 모두 고려하여 향촌조직을 개편하였다. 면 차원에서는 훈장과 향원을 선출하여 실무자로 삼았고, 리 차원에서는 인보조직을 편성하여 연장과 통수를 두었다. 면리제와 인보조직의 결합은 호에 대한 통제와 치안회복에 활용되었다. 훈장과 향원은 공론에 따라 선출되는 한편, 공론을 반영해 중요한 사안에 대한 해결책을 제시하였다. 토지 경작과 같은 송사에 대해 훈장이 ‘面中公論’을 수렴해 검토하였고, 부세 운영에 관해 향원이 ‘鄕中公議’를 수렴해 향회소에서 논의하였다. 이러한 현안을 처리하는 과정에서 다양한 주체의 이해를 조율해 지역사회의 조화를 꾀하는 노력이 뚜렷하다.
결호전제는 하향식으로 추진된 것이 아니라 지역민과 군수 및 중앙의 타협으로 시행되었다. 중앙은 승총을 추진하여 줄어들었던 결총을 회복시켜 세원을 확보하려고 했으나 난항을 겪었다. 군수가 무망결의 인정을 요구한 바람에 파악된 은결은 결총에 들어가지 않았다. 궁방전 승총은 지방재정의 수익 및 작인의 이익과 충돌되어 1년 이상의 협상이 지속된 끝에 탁지부의 양보로 종결되었다. 군수는 호전 수취를 위해 자연호에 가깝게 수괄하려고 했으나, 지역민은 자연재해 발생과 부담 과중 등을 이유로 減戶를 요구했기 때문에 관민의 타협으로 호총이 산정되었다. 감소한 호총을 보충하기 위해 계방을 혁파하여 계방호를 민호에 편입하는 시도가 나타났다. 이는 지방재정에 도움이 되고, 지역민이 원했던 처리 방식이므로 순조롭게 진행될 수 있었다.

영어초록

At the end of the 19th century, Chosŏn faced unprecedented upheavals, with ordinary people joining peasant movements to express their dissatisfaction with the existing social order, while various political factions competed to realize their visions of modernization. Previous research has focused on international relations, political struggles, and central government reforms, leaving the socio-economic history of late 19th-century Chosŏn a significant gap in scholarship. What was the actual situation in local society? How did ordinary people live through this time while interacting with state power and the so-called modern reform? With these questions in mind, this paper delves into the history of Imsil, a county in Jeolla Province, between 1895 and 1897. This study begins by examining how central government policies were integrated with local customs and provincial emergency measures in the aftermath of the Tonghak Peasant War to restructure local organizations in Imsil. This analysis reconstructs the structure, personnel composition, and selection mechanisms of grassroots organizations, and clarifies their continuities and changes compared to earlier periods. Then, by analyzing litigation records, this paper reveals the most pressing issues in local society—land cultivation and taxation—and explores how reorganized grassroots organizations were used to absorb public opinion and address these issues. Finally, this article examines the tax reform initiated by the central government, which simplified the tax system by combining land tax and household tax, with the aim of increasing land and household registration to strengthen the central government's control over both land and households. A close examination of its implementation in Imsil reveals that both the magistrate and the residents actively voiced their opinions, and their actions significantly influenced the central government’s policies. This study offers a unique perspective on the complexities of Chosŏn society from a local angle, highlighting how various groups—ordinary people, local elites, local officials, and the government—navigated their past while envisioning their future through ongoing conflicts and compromise. This research offers valuable empirical insights into the socio-economic conditions of late 19th-century Chosŏn and serves as a foundation for understanding Korea’s transformations in the 20th century.
