사회 돌봄 서비스를 제공하는 사회적 협동조합의 거버넌스에 관한 탐색적 연구 - 공동생산 개념을 중심으로 - (An Exploratory Study on the Governance of a Social Co operative Providing Social Care Services - Focusing on the Concept of Co production -)

초록

본 논문에서는 사회 돌봄 서비스의 시장화에 대한 대안으로 사회 돌봄 서비스의 협동조합화의 가능성을 모색하기 위한 기초 연구의 하나로서, 공동생산 개념을 중심으로 사회 돌봄 서비스를 제공하는 사회적 협동조합에서는다양한 이해관계자들이 신뢰와 협력을 바탕으로 서비스 생산에 적극 참여할수 있는 민주적 거버넌스가 이루어지는지를 구체적 사례를 통해 살펴보았다.
분석 결과, 서비스 제공자와 이용자, 자원봉사자 사이에서 이루어지는 미시적 차원의 공동생산에서는 세 유형의 조합원들 사이에 신뢰와 협력을 바탕으로 서비스 생산에 적극 참여할 수 있는 민주적 거버넌스가 이루어지고 있으나 의사결정권의 공정한 배분에서 의문이 제기되었고, 정부와 지역사회,다른 협동조합과의 사이에서 이루어지는 거시적 차원의 공동생산에서는 지원과 협력, 견제와 통제를 통해 적극적인 상호작용이 이루어지지만 특히 관리감독자이자 지원자로서 정부가 제 역할을 하지 못하는 것으로 드러났다. 하지만 전체적으로 사회 돌봄 서비스를 제공하는 주체로서 사회적 협동조합은 다양한 이해관계자들이 신뢰와 협력을 바탕으로 서비스 생산에 적극 참여할 수 있는 민주적 거버넌스가 이루어지는 것으로 나타났고, 이는 높은 서비스의 질과 경영 성과로도 나타났다. 따라서 진단과 평가에서 제안한 것들이 개선되고 갖추어진다면 시장화로 온갖 폐해가 드러나고 있는 현재의 사회 돌봄 서비스 시장에서 사회적 협동조합은 이용자에게는 신뢰와 높은 서비스 질을 보장하고 제공자인 돌봄 노동자에게도 안정적 일자리와 보상을제공할 뿐만 아니라 지역사회를 건강한 마을로 만드는 데 기여할 수 있을것이며, 이는 사회 돌봄 서비스의 협동조합화의 가능성을 보여주는 사례라고 볼 수 있다.

영어초록

The concept of co production refers to the characteristic of services which are co-produced by service providers and users because production and consumption of services occur simultaneously. The quality of the relationship between the service providers and users has considerable influence on that of services, and then the active co production of both are suggested as a device to improve the quality of services. The concept of co production becomes the public private co-production as one of the devices of the privatization/marketization of public services on the basis of division of provision and production of public services in New Public Management, which has made an unfulfilled promise of high quality and cost reduction of public services by means of choice and competition in quasi markets. In New Public Governance, an alternative to New Public Management, co production means the citizen's and the third sector's participation and democratic governance in the delivery of social services, and co operatives, particularly social co operatives as non profit organizations promoting social values,are suggested as an institutional device to secure active co production of service providers and users on the basis of trust and cooperation. In this article, the democratic governance of a social cooperative is explored in order to diagnose and promote the possibility of co-operativization of social care services, one of the social services in which it is important for both service providers and users to have voice and actively participate in the process of service production to secure quality of service and decent work. The result of the sample study of a social co operative which provides social care services in Korea shows that it has a democratic governance in which both direct interests such as service users, providers(carers),and volunteers and indirect interests such as governments, communities, and other co-operatives can have the opportunities and voices to participate in the process of service production and its related decision making processes, even though the fair distribution of voices and decision making rights and the proper roles of governments are doubted. It suggests that the co-operativization of social care services can secure the good quality of service and decent work but also the social values.
