박물관, 미술관과 비엔날레의 거버넌스로서의 주민참여 실태에 관한 연구 (Governance and Community Participation of Museums and Biennials)

초록

박물관과 비엔날레 등 전시기관은 변화의 기로에 서 있다. 이들은 이제 소장품을단순히 수집·보존·전시·교육하거나 동시대 미술을 전시하는 차원을 넘어 문화적 기능은 물론 정치·경제·사회·교육적 역할 등 다목적의 장이 되었다. 이 같은다양한 역할을 수행하기 위해서는 이들 기관 내부의 변화도 중요하지만 외부의 다양한 이해관계자들과의 협력적 관계가 필요함은 두말할 나위가 없다. 특히 지역박물관과 비엔날레의 경우 지역주민들의 참여는 이제 고려사항이 아니라 필수가 되었다. 여기에 일반 지방행정기관에서 논의되고 있는 거버넌스(governance)가 이들기관들에 필요한 이유가 있다.
이 연구는 광주광역시 소재 국립광주박물관, 광주광역시립미술관, (재)광주비엔날레등 세 기관을 대상으로 한 사례연구를 통해 주민참여와 관련한 지역거버넌스 실태를 분석하였다. 분석 결과 다음과 같은 시사점과 제언을 도출하였다.
첫째, 세 기관 모두 구조로서의 지역거버넌스가 미약한 것으로 드러났다. 앞으로지역 박물관, 미술관과 비엔날레들은 관계규정에 주민참여를 보장하는 조항 신설과기구를 설치함으로써 제도적 장치를 마련해야 할 것이다.
둘째, (재)광주비엔날레는 과정으로서의 지역거버넌스가 상당 수준에 있음을 알 수있었다. 이에 비해 다른 두 기관은 의사결정 단계에서부터 실행단계에 이르기까지지역주민들이 전혀 참여할 기회를 얻지 못했다. 즉, 과정으로서의 지역거버넌스는지극히 미약했다.
셋째, Pierre & Peters의 거버넌스 유형으로 분류하자면 국립광주박물관과 광주시 립미술관 모두 관 주도의 조합주의 유형, 광주비엔날레는 중간형인 조합다원주의유형이라고 정리할 수 있다.
지역박물관, 미술관, 비엔날레들은 앞으로 초기 기획단계에서부터 지역주민들이 참여하여 함께 프로그램들을 만들어 갈 수 있는 제도적 장치와 아울러 일을 처리하는의식과 태도의 변화가 필요하다. 지역박물관은 주민참여를 위한 다양한 제도적 장치와 이를 구체적으로 실현할 방안을 강구해야 할 것이다.

영어초록

Museums and biennials find themselves at the crossroad of transformation. No longer are museums a simple means for collection, preservation, exhibition or education but as the matrix of politics, social and educational roles, they have become a place for multipurpose activities. In order for museums and biennials to perform these diverse roles, not only is internal transformation a matter of consequence, but engagement with external parties of interest and creating collaborative relations have become absolutely critical. Especially in the case of regional museums and biennials, active participation of local residents is not an option for consideration but a necessity. This is the reason why local governance, a concept discussed by local administrative agencies, must create its base within regional museums and biennials. As a case study on the three facilities situated within the Gwangju Metropolitan City, this research examined Gwangju National Museum, Gwangju Museum of Art and Gwangju Biennale Foundation; and analysed the status of community participation and the related local governance of the afore-mentioned establishments as the subjects. The results of the analysis led to the following deductions and conclusions. First, the structure of local governance embedded in all three institutions has been proven to be feeble. In some measure, the Gwangju Biennale Foundation has managed to organize a policy-making system as a window for community engagement in order to allow a partial affiliation of the local residents; a stage that has yet to be reached by the other institutions. From now on, an institutional framework and strategy are needed in order to establish new clauses and organizations, ensuring community participation in the related regulations of the regional museums. Second, it has been recognized that the Gwangju Biennale Foundation has reached a significant level in regards to the process of local governance. Compared to this, the other two institutions seem to prepare programs for the benefit and enjoyment of the local residents, however, from the initial decision making stage to the implementation phase, community participation is non-existent due to the complete enforcement by the experts of the corresponding institutions. In other words, the process of local governance was extremely lacking. Henceforward, regional museums and biennials will need to undergo a change in work ethics and attitude as well as an institutional system to organize programs that actively involve the community starting from the initial planning phase. Various institutional strategies for community participation along with concrete plans to actualize and enforce must be considered and formulated by all regional museums.
