사회적 가치 실현을 위한 공공미술의 협력적 거버넌스에 관한 연구 (A Study on the Collaborative Governance of Public Art for the Realization of Social Value)

초록

(연구배경 및 목적) 과거 작가중심의 조형성과 작품성을 주로 추구하였던 공공미술은 이제 일반 대중을 위한 문화 예술로써 시민들의 문화 향유 및 다양한 사회적 가치를 실현하고자 노력하고 있다. 특히 현대에는 시민의 참여를 중시하고, 과정 중심의 공공미술을 시도하는 움직임이 활발히 일어나고 있다. 우리나라의 경우 서울시와 몇몇의 예술 재단을 중심으로 공공미술 제도를 수립하여 참여와 과정 중심의 공공미술 영역을 확대하고 있는 추세이다. 그러나 참여와 과정을 중심에 둔 공공미술의 사회적 가치와 제도에 관한 구체적인 요소와 절차가 명확하지 않은 실정이다. 이러한 이유로 무분별하게 공공미술 제도가 양산되고, 시민의 참여로 둔갑한 작가 중심의 공공미술 작품이 논란이 되기도 한다. 본 연구는 공공미술의 협력적 거버넌스 제도가 실현하고 있는 사회적 가치 요소의 분석을 통해 제도의 지향성 마련에 목적이 있다. (연구방법) 이를 위해 협력적 거버넌스의 성공을 위한 제도적 분석틀을 제시한 엘리노어 오스트롬의 제도분석틀을 공공미술 사례에 적용해 공공미술 제도의 협력적 거버넌스에 관한 내용과 사회적 가치 요소를 분석한다. 연구방법으로 첫째, 문헌고찰을 통해 사회적 가치와 공공미술의 개념을 정의하고, 둘째, 선행연구 고찰을 통해 정책적 경향에서의 사회적 가치 구성 요소를 추출하고 공공미술의 사회적 가치 분석 요소를 도출한다. 셋째, 이론적 고찰을 통해 엘리노어 오스트롬의 제도 분석틀을 바탕으로 공공미술의 협력적 거버넌스 사례분석틀을 도출한다. 넷째, 도출된 사례분석 틀을 통해 서울시의 ‘서울은 미술관’의 협력적 거버넌스에 관한 내용적 분석과 사회적 가치 요소와의 상관성을 분석한다. (결과) 이에 본 연구는 첫째, 13가지의 사회적 가치 요소를 통해 공공미술에 대한 사회적 가치 분석 요소를 도출하였고 둘째, 공공미술의 협력적 거버넌스는 제도적 장치와 다양한 참여자들의 활발한 상호작용 과정을 통해 사회적 가치를 달성하며 셋째, 각각의 사례에서 사회적 가치 분석 결과는 차이가 있지만, 협력적 거버넌스 과정을 거치면서 ‘인본주의’, ‘상생과 협력’, ‘지역발전’, ‘사회공헌’, ‘공공성’의 요소가 공통적으로 높게 나타났고, ‘사회적 약자에 대한 배려’는 전반적으로 낮게 분석되었다. (결론) 추후 공공미술을 통한 사회적 가치의 요소를 고르게 실현하기 위해 협력적 거버넌스를 중심으로 제도의 미비한 점을 파악하여 보완해야 하며 본 연구를 토대로 참여와 과정 중심의 공공미술 제도 수립 시, 협력적 거버넌스의 내용적 분석과 사회적 가치 요소에 관한 상관성을 미리 분석하여 사회적 가치 실현을 위한 공공미술 제도의 효과성을 예측하는 시스템을 도입한다면 실효성 높은 제도를 수립할 수 있을 것이다. 또한 본 연구를 통해 공공미술 정책, 제도, 기획에 있어 사회적 가치 실현을 위한 효과적인 방안들이 도출되어 공공미술을 통한 사회통합과 국민의 삶의 질 향상을 이루기를 기대한다.

영어초록

(Background and Purpose) There is a movement in modern times to try public art that emphasizes the participation of citizens. South Korea has established a public art system centering on the Seoul Metropolitan Government and several art foundations to expand the public art sector, which places importance on participation and process. Contrary to this trend, however, specific factors and procedures related to social values and institutions of public art are not clear. As a result, the public art system is indiscriminately mass-produced, and public works based on writers, which are disguised as participation of citizens, are sometimes controversial. The purpose of this study is to analyze the social value elements of public art's collaborative governance system and to develop the orientation of the system. (Method) To that end, the proposed framework for the analysis of Eliner Ostrom's institutions for the success of collaborative governance will be applied to public art cases. I will then analyze the content of the collaborative governance of the public art system and the social value elements. The method first defines social values and concepts of public art through literature studies. Second, by considering prior studies, social value components in policy trends are extracted. It then derives social value analysis elements of public art. Third, a framework of collaborative governance case analysis of public art is derived based on the Institutional analysis and development framework of Eliner Ostrom through theoretical considerations. Fourth, we will analyze the correlation between the contents of the collaborative governance of the Seoul Metropolitan Museum of Art and social value elements through the framework of the case analysis. (Results) This study first derives social value analysis elements of public art from 13 social value elements. Secondly, the collaborative governance of public art achieves social value through active interaction between institutions and diverse participants. Thirdly, the results of the analysis of social values differ in each case, but through the collaborative governance process, factors such as "Humanism," "Collaboration and Cooperation," "Regional Development," "Social Contribution," and "Public Nature" were shown in common. On the other hand, "Consideration for the Socially Weak" was analyzed low overall. (Conclusions) Based on this study, the content analysis of collaborative governance and the correlation of social value elements in future participation and process-oriented establishment of public art systems will be analyzed in advance. And by introducing a system for predicting the effectiveness of public art systems to realize social values, a highly effective system can be established. We also hope that through this research, effective methods for realizing social values in public art policies, institutions, and plans will be derived to achieve social integration through public art and to improve the quality of life of the people.
