ASOIF 거버넌스 평가모델을 적용한 대한체육회 좋은 거버넌스 이행수준 평가 (An Evaluation of the Level of Implementation of KSOC's Good Governance by Applying the ASOIF Governance Evaluation Model)

초록

본 연구는 하계올림픽경기연맹연합(이하 ASOIF) 거버넌스 평가모델을 적용하여 대한체육회의 좋은 거버넌스 이행수준을 평가하고 이 과정을 통해 정책적 함의를 도출하는 데 목적이 있다. 이를 위해 세 차례 국제연맹(IFs)에 대한거버넌스 평가를 수행하며 그 실용성을 인정받은 ASOIF 거버넌스 평가 모델의 구조, 원칙 그리고 세부지표에 대한문헌 고찰을 시작으로, 대한체육회와 기획재정부 웹사이트 내 게시된 158건의 평가 대상 문건을 수집하여 대한체육회의 거버넌스 이행 수준을 평가하였다. 평가는 ‘투명성’, ‘무결성’, ‘민주성’, ‘개발 및 연대’ 그리고 ‘점검과 균형 및제어 메커니즘’ 등 총 5개 원칙의 50개 지표를 대상으로 각 지표 내 세부 기준을 기반, 0점(이행하지 않음)부터 4점(완전 이행)까지의 점수를 부여하여 총점을 산출하였다. 평가는 객관성과 타당성 제고를 위해 본 연구자를 포함하여총 3인이 진행했으며, 그 중 1인은 대한체육회 내부 관계자를 섭외하여 높은 조직 이해도를 기반으로 적절한 근거 자료 수집이 가능하게 하였다. 그 결과 대한체육회의 거버넌스 이행 수준은 총점 159.4점(200점 만점)으로 국제적 수준에서 비교적 상위권에 위치하는 것으로 평가되었다. 특히 조직 내 정보 공개, 외부감사에 따른 재무보고 등의 내용을 담고 있는 ‘투명성’ 점수가 37점(40점 만점)으로 국제적 거버넌스 이행 수준에 만족되는 것으로 평가되었으나, ‘무결성’과 ‘개발 및 연대’ 내 여성임원 비율과 지속가능발전목표(SDGs) 및 친환경 관련 지표는 취약한 것으로 평가되었다. 또한 총 50개 평가지표 중 10개 지표에 해당하는 업무가 타기관에서 담당하고 있는 것으로 확인되어 대한체육회의 책무만을 온전히 평가하는 데 한계를 드러냈다. 결론적으로 ASOIF 평가모델을 그대로 적용하기에는 대한체육회의 환경과 정서에 일부 지표가 부합되지 않았으며, 한국 스포츠조직의 행정 효율성 제고와 재정자립 달성을 위해한국의 환경을 고려한 좋은 거버넌스 지표 개발이 요구된다.

영어초록

The purpose of this study is to evaluate the level of good governance implementation of the Korean Sport & Olympic Committee (KSOC) by applying the Association of Summer Olympic International Federations (ASOIF) governance evaluation model and derive policy implications through this process. To this end, a literature review was conducted on the structure, principles, and detailed indicators of the ASOIF governance evaluation model recognized for its practicality, and the level of governance implementation was evaluated on 158 documents posted on the website of the KSOC and the Ministry of Economy and Finance. The evaluation was based on 50 indicators of a total of five principles, including "Transparency," "Integrity," "Democracy," "Sports Development and Solidarity," and "Control Mechanisms," and scored from 0 to 4 points. The evaluation was conducted by a total of three people, including this researcher, a Ph.D. level researcher, to enhance objectivity and validity, and an internal director of the KSOC to collect appropriate evidence materials based on high organizational understanding. As a result, the level of governance implementation of the KSOC was evaluated as relatively high at the international level with a total score of 159.4 (out of 200). In particular, the "Transparency" score, which contains information disclosure and financial reporting, was highly evaluated as 37 points, showing satisfaction with the level of international governance implementation, but the ratio of female executives, UN Sustainable Development Goals (SDGs), and eco-friendly indicators were evaluated as weak. In addition, it was confirmed that 10 out of a total of 50 evaluation indicators oversaw other organizations, revealing limitations in fully evaluating only the responsibilities of the KSOC. In conclusion, some indicators did not accord with the environment and sentiment of the national governing bodies of sport in South Korea to apply the ASOIF evaluation model as it is, and appropriate indicators considering the Korean sporting environment are required to improve administrative efficiency through sustainability and good governance.
