초록

(연구배경 및 목적) 최근 도시의 모습은 대규모 재개발, 재건축 등을 통한 경제개발계획 중심의 양적 팽창을 지양함과 동시에 자발적 주민참여를 촉진하고 사회적·문화적 유대감을 형성하여 삶의 질적 향상을 추구하는 방향으로 변모하고 있다. 이 중 특히 주민공동체와 장소 사이의 관계는 매우 밀접하며 주민공동체와 장소 간 상호 정체성을 강화하는 특성이 있다. 이에 본 연구는 주민공동체 공유공간의 물리적 환경과 특정한 장소에서 이루어지는 공통의미를 형성하는 활동 및 운영양상을 장소특성 관점을 바탕으로 연구를 진행하였다. 이를 위해 서울시 관리형 주거환경개선사업을 통해 조성된 공동이용시설을 장소특성 관점에서 검토 및 분석하고 주민공동체 중심의 커뮤니티 공간 조성을 위한 시사점을 제시하고자 하였다. (연구방법) 이 연구는 첫째, 이론적 고찰을 통한 장소특성의 개념을 살펴본다. 둘째, 선행연구를 검토하여 장소 정체성 구성 요소를 중심으로 공동이용시설의 장소 특성 주요 요소를 도출한다. 셋째, 연구 대상지로 선정한 서울시 관리형 주거환경개선사업 49개 주민공동이용시설 및 거점시설 현황 등을 직접조사 및 구득 데이터 가공을 통해 앞서 도출된 장소특성 분류에 따라 분석 및 측정기준을 설정한다. 넷째, 3점 척도법 적용을 통해 장소특성을 시설별로 도출하여 이를 분석한다. (결과) 장소특성을 이루는 물리적·행태적·의미적 요소가 균형적인 마을(구역)내 시설의 경우 비교적 최근에 준공된 3층 규모로 생활가로에 인접한 특징을 가짐과 동시에 높은 임원진 비율, 다양한 프로그램 운영, 운영회계 흑자 양상을 보인다. 또한 커뮤니티 활동과 지역에서 요구되는 프로그램을 적극 발굴하여 그 가치와 의미를 마을 아이덴티티 및 브랜딩에 활용하고 있었다. 그리고 시설 수익구조 및 조직 결속력이 높은 시설을 운영하는 주민공동체운영회의 경우 사회적협동조합 등 마을기업화로의 운영고도화를 진행하고 있는 것으로 나타났다. 반면, 하위 그룹으로 판단된 시설의 경우 시설 조성의 물리적 한계가 있음에도 불구하고 문화시설로써 지속성 및 지역성을 부각시키는 등 의미적 요소에 있어 강점을 보였으며, 향후 역량강화 및 운영지속방안 제시를 통해 물리적 요소 및 행태적 요소 간 균형을 고려할 필요가 있다. (결론) 첫째, 주민공동이용시설 및 거점시설 장소특성은 각 구성요소가 개별적으로 작동하기 보다는 상호 연관성을 통해 해당 마을 특징과 개성을 표현할 수 있으며, 세 요소가 유기적으로 연결되고 소통이 이루어져야 균형 있는 주거지 발전을 기대할 수 있다. 둘째, 관리자 측면에서 시설 조성계획 및 위치 선정 시 지역 역사와 문화를 반영할 수 있는 물리적 요소의 신중한 검토가 요구되며, 운영자 측면에서 시설을 이용하는 주민을 위한 다양한 프로그램 발굴 등 지속적인 운영 역량을 강화할 필요가 있다. 셋째, 시설 장소 특성은 외부 전문가가 아닌 주민공동체를 비롯한 마을주민을 통해 자발적으로 발굴되어야 더욱 강화될 수 있고 이를 통한 공동체의식과 가치 공유는 장소에 대한 애착과 공통의 정서 형성 기반이 될 수 있다.

영어초록

(Background and Purpose) Lately, towns have undergone a qualitative change to facilitate residents' voluntary participation and form a social and cultural sense of unity to help improve their life quality rather than merely expanding quantitatively through large-scale redevelopment or reconstruction projects. Particularly, residents' community and places share a close relationship wherein their identities are mutually reinforced. This study aims to discuss the place characteristics of the community facilities installed by the residential environment management projects in Seoul and to suggest ways of creating community spaces that are centered around residential communities. (Method) First, the researcher reviewed the relevant theories to examine the concepts of place characteristics. The researcher then reviewed prior studies to determine the main elements of the place characteristics of public facilities, by prioritizing factors contributing to place identity. Next, the researcher sampled and surveyed 49 community facilities and some core facilities installed by the Residential Environment Management Projects in Seoul and therewith and processed the data gathered to set the criteria for analysis and evaluation. Finally, the researcher used a three-point scale to analyze the place characteristics of each. (Results) The public facilities with well-balanced their physical, formal, and semantic elements were mostly three-story buildings that were completed relatively recently, and most of them were connected to ordinary pedestrians' circulation areas Furthermore, these facilities were characterized by having more board directors, diverse programs, and surplus budget. Community facilities featuring a high revenue and organizational solidarity were being upgraded into a social cooperative or a community business. Therefore, reinforcing these facilities, competence and sustainable operation are necessary steps to strike a balance between their physical and formative elements. (Conclusions) This study shows that community and core facilities were characterized more by their inter-connections between their components rather than the individual operations. Thus, a balanced residential development can only occur when the elements are organically connected and communicated. Second, the managers of such community facilities should examine these facilities’ physical elements, whereas the program operators should explore diverse programs for the users or the residents. The facilities’ continuous operation capabilities should also be strengthened by for example, designing various programs for residents who use the facilities. Finally, the residents should proactively explore the place characteristics of the community facilities to make them more sustainable and build a sense of attachment and emotion for the public places based on common sense and the value of the community.
