초록

해방 이후의 한국의 과학교육사 연구는 정책과 교육과정의 변천을 중심으로 정리되어 있어서 과학교육의 행위자들이 실제로 어떤 생각을 가지고 어떤 활동을 수행했는지에 대해서는 알려져 있지 않다. 이 연구는 1960년대 후반에 한국으로 수입된 ‘유네스코-유니세프 과학교육’과 1970년대 전 국민의 과학화운동의 일환으로 추진한 ‘문교부 과학교육’이 충돌하는 지점으로써, 과학교구공사의 초기 역사를 살펴보는 연구이다. 과학교구공사는 교사이익단체인 교원공제회의 자금 투자와 유니세프-유네스코의 설비와 인력 투자로 1975년에 구로공단에 설치되어, 1976년부터 1996년까지 전국의 초중고등학교에 과학교구를 판매하였다. 과학교구공사의 사업은 여러 행위자의 활동이 교차되어 순조롭지 않았다. 유네스코는 현대적 설비와 시스템을 제공하였지만 한국에 대한 이해가 부족했고, 문교부는 적극적으로 정책을 펼치지 않았으며, 교원공제회와 각급 학교는 관행적 이해관계로 얽혀있었다. 이 연구를 통해서 박정희 시대의 과학교육계가 시도한 새로운 과학교육 활동이 정부 정책을 맹목적으로 추종하지 않고 좀더 복잡하게 전개되었음을 알 수 있을 것이다. 또한 냉전기 미국의 대외 정책의 일환으로 제공된 과학교육이 미국의 의도와 다르게 남한에서 전개되는 사례를 살펴볼 수 있을 것이다.

영어초록

Research into the history of science education in Korea following its liberation is primarily structured around the analysis of alterations in educational policies and curricular transformations. Consequently, the substantive insights into the ideation and practices of key stakeholders in science education remain somewhat obscure. This research endeavors to shed light on this issue by focusing on the early history of the Science Equipment Development Center as a point of conflict between the introduction of "UNESCO-UNICEF Science Education" into Korea during the late 1960s and the promotion of "Ministry of Education Science Education" as an integral facet of the National Science Movement in the 1970s. The Science Equipment Development Center was established in the Guro Industrial Complex in 1975 with financial support from the Teachers' Mutual Aid Association, a teacher interest group, as well as infrastructure and manpower investments from UNICEF-UNESCO. The Center operated by selling science equipment to elementary, middle, and high schools nationwide from 1976 to 1996. However, the execution of the Science Equipment Development Center project encountered challenges attributable to the convergence of activities involving various stakeholders. While UNESCO contributed modern facilities and systems, it faced a deficiency in comprehending the intricacies of the Korean context. Simultaneously, the Ministry of Education exhibited a lack of proactive policy implementation. Furthermore, the Teachers' Mutual Aid Association and schools at all levels were enmeshed in customary interests, resulting in additional complexities for the project. Through this investigation, it becomes evident that the novel scientific educational endeavors pursued by the science education community during the Park Chung-hee era were characterized by a more intricate and nuanced development that did not merely adhere to government directives. Furthermore, this study also unveils instances where scientific education, implemented as part of U.S. foreign policy during the Cold War, evolved within South Korea, in a manner contrary to the original intentions of the United States.
