베이징 동계 올림픽 수강원(首鋼園)의 변천 및 사용 후 활용에 관한 연구 (A Study on the Transformation and Post-Utilization of Shougang Park in the Context of the Beijing Winter Olympics)

초록

(연구배경 및 목적) 베이징 수강원은 중국 근현대사에서 중요한 중공업 기지로써의 역할을 하였다가 베이징 동계올림픽 경기장으로 전환되었다. 이후 이곳은 상업, 문화, 엔터테인먼트를 아우르는 복합 단지로 발전하면서, 산업 유산의 전환에서 대표적 도시 재생 사례로 거듭났다. 본 연구는 수강원이 과거 산업 유산에서 국제 스포츠 경기장으로 전환되고, 다시 복합적 기능을 갖춘 복합문화시설과 공원으로 전환되는 재생의 과정들을 심층적으로 분석하는 것을 목적으로 한다. 또한 재생 이후 수강원에 대한 지역민과 관광객의 인식에 대해 파악하였다. 이를 통해 지역의 경제 성장과 커뮤니티 발전을 촉진하고 새로운 가치를 생성하는 도시의 산업유산의 재생 방향에 대해 논의하고자 하였다. (연구방법) 본 연구는 다각적인 접근방법을 통해 진행되었다. 첫째, 선행 연구 분석을 통해 수강원의 발전 과정과 올림픽 시설의 재사용 문제를 이론적으로 고찰하였다. 둘째, 현장 조사를 통해 수강원의 재생 현황을 분석하였으며, 현장 관찰, 환경 평가, 시설 이용 상황 관련 데이터를 수집하였다. 셋째, 전문가를 대상으로 심층 인터뷰를 진행하여 수강원과 관련된 다양한 전문적인 관점을 수집하였다. 아울러 선행 연구를 통해 구축한 이론적 기반에 근거하여 3개 차원, 10개 항목, 49개 세부 항목으로 구성된 설문지를 설계하였다. 이에 관광객과 지역 거주민, 두 집단을 대상으로 설문조사를 진행하여 수강원 재생 프로젝트에 관한 인식의 차이를 조사하였다. (결과) 수강원의 재생을 통해 다양한 긍정적 영향이 나타난 것을 알 수 있었다. 물리·환경적 차원에서 관광객의 편의를 고려한 시설 배치가 긍정적인 평가를 받았으나, 일부 구역의 기능 구분이 명확하지 않아 개선이 필요한 것으로 나타났다. 사회·경제적 차원에서는 역사 유산 보호와 공공 공간 활용이 커뮤니티 활동과 교류를 촉진하는 데 중요한 역할을 했으며, 생태 환경 보호와 배리어 프리 시설 구축이 높게 평가되었다. 상업과 문화의 결합이 지역 경제에 긍정적인 영향을 미쳤으며, 수강원의 재생이 지역 경제 활성화에 기여하고 있는 것으로 나타났다. 역사·문화적 차원에서 수강원은 역사적 건축물의 보호와 창의적 재활용을 통해 새로운 문화 공간으로 변모하였다는 평가를 받고 있었다. 올림픽 경기장 시설은 스포츠 행사 외에도 문화, 교육, 상업 활동을 위한 공간으로 확장되어 다양한 사용자에게 여러 편익을 제공하고 있는 것으로 인식되고 있었다. 또한, 수강원 재생에 대한 두 집단(방문객과 지역 주민)의 인식 차이를 확인할 수 있었다. (결론) 본 연구는 대규모 올림픽 경기장 시설이 사용 후 재생된 프로젝트 사례를 심층적으로 고찰하고 집단 간 인식을 여러 관점에서 분석함으로써, 역사적 산업 유산을 보호하고 지역 경제 성장을 촉진할 수 있는 다양한 방안에 대해 논의하였다. 본 연구의 결과가 향후 도시 재생 프로젝트 및 올림픽 시설 재생에 관한 다양한 연구에 유의한 이론적·실천적 참고 자료로 활용될 수 있기를 희망한다.

(Research Background and Purpose) Beijing’s Shougang Park, a historically significant industrial site, transitioned from a major heavy industrial base to a dilapidated area before its transformation into a venue for the Beijing Winter Olympics. This regeneration initiative further evolved the site into a multifunctional complex integrating commerce, culture, and entertainment, making it a notable example of industrial heritage transformation for urban regeneration. This study investigates the physical and environmental, socio-economic, and historical and cultural impacts of Shougang Park’s regeneration. It aims to identify pathways for fostering regional economic growth, enhancing community development, and preserving urban cultural heritage to create new societal value while examining the transformation processes that repurposed the site into a multifunctional cultural facility and park. The study examined local residents' and tourists' perceptions of the restored Shougang Park, aiming to discuss the regeneration of urban industrial heritage in a way that promotes economic growth, community development, and the creation of new values. (Methods) A multifaceted approach was adopted for this study. First, theoretical insights were gained through a review of prior research on Shougang Park’s development and Olympic facility reuse. Second, field investigations assessed the current state of regeneration, using on-site observations, environmental assessments, and data on facility usage. Third, expert interviews provided diverse perspectives on Shougang Park’s transformation. Based on these findings, a survey questionnaire was developed, featuring three dimensions, ten categories, and 49 sub-items. Surveys were conducted among tourists and local residents to explore their perceptions of the regeneration project. (Results) The study highlighted various positive outcomes from Shougang Park’s regeneration while identifying perceptual differences between the two surveyed groups. In the physical and environmental dimension, facilities designed for tourists were positively evaluated, though some areas lacked functional clarity. The socio-economic dimension revealed that heritage protection and public space utilization enhanced community interaction, while ecological preservation and barrier-free facilities received high praise. The integration of commerce and culture was found to support local economic revitalization. In the historical and cultural dimension, Shougang Park’s creative reuse of historic structures transformed it into a vibrant cultural space. Olympic venues extended their utility to cultural, educational, and commercial activities, benefiting a wide array of users. (Conclusion) This study offers a comprehensive analysis of Shougang Park’s regeneration, addressing stakeholder perceptions and proposing strategies for preserving industrial heritage and promoting economic growth. Its findings provide valuable theoretical and practical references for urban regeneration projects and Olympic facility reuse.
