근현대 낙동강 하류의 개발과 담수 어업의 몰락 (Development and the Collapse of Freshwater Fisheries in the Lower Nakdong River During the Modern and Contemporary Periods)

초록

본 연구는 근현대 낙동강 하류 담수 어업의 몰락 원인을 다양한 유형의 개발을 통해 분석하였다. 일제강점기 조선총독부는 농촌 안정화를 위한 농민 자가소비와 소득증대를 위한 부업으로 담수어 양식을 추진했다. 전시체제기 담수어업은 식량자원 확보와 국민 영양 증대, 수이출 증가 등을 목적으로 증산되었다. 일제강점기 소비증가는 담수어의 남획과 감소를 초래했다. 한편 조선총독부는 치어 방류와 양어장 증설 등 증산 정책으로 담수어 감소에 대응했다.
해방 후 정부의 담수어 정책은 일제강점기와 크게 다르지 않았다. 1960~1970년대 근대화·산업화·도시화는 인구증가와 소비증가를 자극했다. 담수어를 재료로 하는 음식점이 늘어났고, 재첩은 지역 내 소비뿐만 아니라 일본 수출도 증가했다. 불법 어업과 남획으로 어장이 파괴되었다. 한편 낙동강 연안의 공단 건설, 오폐수 및 농약 방류 등으로 물고기 떼죽음, 기형어 출현, 재첩 폐사 등 생태계 파괴로 이어졌다.
1983년 가물막이 공사를 시작으로 1987년 완공된 하구둑은 낙동강 하류 담수 어업의 몰락에 결정적인 역할을 했다. 하구둑은 낙동강 하류의 물 흐름을 차단하고, 주변 공단에서 흘러나오는 폐수와 함께 담수 어업의 생존 조건을 파괴했다. 담수 어업의 몰락은 낙동강에 의존하여 살아오던 어민들이나 상인들의 생활방식도 바꾸었다.

영어초록

This study analyzed various types of development through the collapse of freshwater fish and shellfish in the lower Nakdong River during the modern era. During the Japanese colonial period, the Government-General of Korea promoted freshwater fish farming as a supplementary occupation to stabilize rural communities by increasing farmers' self-consumption and income. During the wartime period, the increased consumption driven by efforts to secure food resources, improve public nutrition, and boost exports led to overfishing and the decline of freshwater fish populations. The Government-General of Korea responded to this decline by implementing policies such as releasing fish fry and expanding fish farms to increase production.
The freshwater fisheries policy of the Korean government after the end of Japanese colonial rule was not significantly different from that of the Japanese colonial period. The modernization, industrialization, and urbanization of the 1960s and 1970s stimulated population growth and increased consumption. Restaurants using freshwater fish as ingredients proliferated, and the export of freshwater clams to Japan increased alongside local consumption. Illegal fishing and overfishing led to the destruction of fishing grounds. Meanwhile, the construction of industrial complexes along the Nakdong River, the discharge of wastewater and pesticides, and other factors resulted in ecological destruction, including mass fish deaths, the appearance of deformed fish, and the large-scale death of freshwater clams.
The construction of the cofferdam, which began in 1983 and was completed in 1987, played a decisive role in the collapse of the freshwater fishing industry in the lower Nakdong River. The dam blocked the flow of water in the lower Nakdong River and, combined with wastewater from nearby industrial complexes, destroyed the conditions necessary for the survival of the freshwater fishing industry. The collapse of the freshwater fishing industry also altered the livelihoods of the fishermen and merchants who had relied on it.
