동진강 생태역사문화 자원의 현황과 활용 (Current status and sustainable use of ecological, historical and cultural resources of Dongjin River)

초록

지금까지 동진강에 대한 연구는 크게 환경과 역사, 문화, 농업 등에 중점을 두고 진행되었다. 대부분의 연구를 차지하는 환경과 생태는 특정 지역의 환경오염의 측정과 생태 환경 등에 집중되었고, 역사와 문화, 농업 역시 특정 주제를 세부적으로 다뤄왔던 반면에, 동진강의 생태환경과 역사문화를 전체적으로 조망한 연구는 미미한 실정이다. 그리고 동진강 유역 주변의 생태환경과 역사문화를 통합하여 지역 발전 전략을 도출하는 연구가 부족하였다. 여기에서는 이러한 점을 염두에 두고 생태 환경과 역사・문화를 통합하여 이 지역을 인간과 자연이 공존하는 장소로 만드는 작업의 밑그림을 그리고자 하였다. 따라서 동진강 유역의 생태와 역사, 문화 자원의 현황을 간략하게 살펴보고, 동진강의 지역 여건에 특화된 생태 보전, 생태 복원, 생태 및 역사와 문화의 융합, 활용방안을 구체적으로 제시하고자 하였다. 훼손된 생태계와 문화의 복원, 자연과 인간이 공존공생하는 생태·문화 창출 그리고 생태와 문화를 현세대와 미래세대가 함께 누리는 지속가능한 미래를 기본방향으로 설정하였다. UNESCO MAB 프로그램에 기반하여 동진강이 핵심(환경보전), 완충(복원필요), 협력(환경이용)구역으로 구분하는 공간관리 방향을 정하였다. 생태자원이 생물다양성을 유지하면서 하천 주변지역의 생태자원과 역사문화자원을 활용하여 지속가능한 지역 발전계획을 실행할 수 있도록 구상하였다.거점공간으로 백산성~동진강 휴게소 구역 및 무성서원 구역을 선정하였다. 거점공간은 천연기념물인 황새를 비롯한 금개구리, 꼬리명주나비 등 다양한 생태자원을과 동학농민혁명, 무성서원 등 역사문화자원이 풍부한 지역들이다. UNESCO MAB 프로그램에 따라 거점공간들을 핵심지역,완충지역, 협력구역으로 구분하였다. 핵심구역은 지역에서 출현하는 천연기념물이나 멸종위기종을 중심으로 깃대종을 선정하고 깃대종과 주요 생물종의 서식공간을 확보할 수 있도록 계획하였다. 완충구역은 핵심구역에 서식하는 생물종을 관찰, 체험, 교육 등 제한적 활동이 이루질 수 있도록 계획하였다. 협력구역은 역사문화자원과 마을이 있는 공간으로 동진강에 찾아오는 사람들에게 생태와 역사문화를 적극적으로 체험할 수 있도록 계획하였다.

영어초록

So far, the study on the Dongjin River has been focused on environment, history, culture, and agriculture. The environment and ecology that occupy most of the research have been concentrated on the measurement of environmental pollution and ecological environment in the specific region, and history, culture, and agriculture have also dealt with specific topics in detail, in the specific region. but the research that looks at the ecological environment and historical culture of the Dongjin River as a whole is insignificant. And there was a lack of research to draw regional development strategies by integrating ecological environment and historical culture around the Dongjin River basin. In this regard, this study tried to integrate ecological environment, history and culture to make this area a place where human beings and nature coexist. Therefore, the present condition of the ecology, history, and cultural resources of the Dongjin River basin was briefly reviewed and then the ecological conservation, ecological restoration, fusion of ecology and historical culture, and utilization plan of the Dongjin River were presented in detail according to local conditions. Restoring damaged ecosystems and cultures, creating ecology and culture in which nature and humans coexist, and establishing a sustainable future in which the current generation and future generations enjoy ecology and culture together. Based on the UNESCO MAB program, the direction was set to divide the Dongjin River into core area(environmental conservation), buffer area(recovery need), and transition area(sustainable use). The plan was designed to implement sustainable regional development plans by utilizing ecological resources and historical and cultural resources around rivers while maintaining biodiversity of ecological resources. The rest area of Baeksanseong-Dongjin River and Museongseowon area were selected as the main spaces. The main space is a region rich in historical and cultural resources such as Donghak Peasant Revolution and Museong Seowon, focusing on various ecological resources such as Oriental stork, Gold-spotted Pond Frog, and Sericinus montela. According to the UNESCO MAB program, the main spaces were divided into core area, buffer area, and transition area. In the core area, representative species were selected among natural monuments and endangered species in the area, and the habitat was planned to be provided to representative species and major species. In the buffer zone, limited activities such as observation, experience, and education of species living in the core area were planned. In the transition area, people visiting the Dongjin River are planned to actively experience ecology and history culture.
