고대 임진강 유역 교통로의 운영과 성격 (Operation and Characteristics of the Ancient Imjin River Basin Transportation routes)

초록

본고는 고대 임진강 유역 교통로의 운영 양상과 그 성격을 큰 틀에서 살펴본 글이다. 임진강 유역의 지리적 환경을 고려하면, 이 일대에서 형성되는 주요 교통로는 크게 3개로 나누어볼 수 있다. 첫째는 임진강 하류를 횡단하여 한강 유역과 대동강 유역을 연결하는 남북 방향의 교통로, 둘째는 연천･철원 등을 중심으로 추가령구조곡을 따라 형성된 서울-함흥 혹은 서울-원산 간 교통로이며, 마지막으로는 임진강 하류 및 한탄강을 따라 개성으로부터 적성-연천-포천 및 철원 방면으로 이어지는 동서 교통로이다. 한편 교통로와 관련하여 임진강 유역의 역사적 환경을 큰 틀에서 조망해보면, 크게 두 상황으로 나누어 볼 수 있다. 하나는 임진강 유역이 경유지･매개지로서의 성격을 강하게 보이는 시기로, 이때 간선 교통로는 임진강을 횡단하여 황해도･대동강 유역과 한강 유역을 연결해주었으며, 그 결과 경로상의 거점을 중심으로 한 간선 교통로가 집중적으로 발달･운영된 것으로 이해된다. 다른 하나는 임진강이 국가 간 경계로서 작용하는 시점으로, 이때 국가 권력의 개입으로 임진강 연변의 최전방 방어기지 및 후방 거점이 구축되고, 여러 관방 시설을 유기적･체계적으로 운영하기 위한 목적에서 간선 교통로와 함께 다양한 지선 교통로가 조직･운영되었을 것이다.
이를 각 시대에 적용해보면, 4~5세기에 임진강 유역은 백제와 고구려의 군사적 진출에 있어서 교통로상의 종착지･지향점은 아니었다. 당시 백제는 예성강 및 황해도 일원으로, 고구려는 영서 지역을 거쳐 죽령으로 향하거나 한강 이남 지역으로 진출을 도모했는데, 그 과정에서 임진강 유역의 교통로는 타 지역 진출의 경유 경로이자 도강 거점으로서의 의미가 강했다고 볼 수 있을 것이다. 반면 7세기에는 임진강이 신라와 고구려의 경계로 작용함에 따라, 간선 교통로뿐 아니라 후방 거점과 최전방 방어기지를 연결하는 지선 교통로도 함께 조직･운영되는 등 앞서에 비해 훨씬 조직화된 교통망을 갖추게 된 것으로 볼 수 있다. 그리고 그 교통로는 고구려･당과의 전쟁에서 신라가 임진강 남안의 최전방 방어기지들을 조직적･효율적으로 운영하는 데 있어서 큰 역할을 했던 것으로 여겨진다. 그 후 신라 통일기에는 예성강･대동강 방면으로의 북방 개척이 이루어지면서, 간선 교통로의 지향점이 임진강 유역에서 황해도･대동강 방면으로 옮겨졌다. 그 결과 8세기 이후 그 일대의 군사적 중요성은 상대적으로 약화되었고, 임진강 유역은 다시 간선 교통로가 경유해가는 교통상의 주요 거점이 된 것으로 이해된다.

영어초록

This paper examines the uses and characteristics of the ancient Imjin River Basin transportation routes in a broad sense. Considering the geographical environment of the Imjin River basin, the major transportation routes formed in this area can be broadly divided into three main categories.
Meanwhile, if we look at the historical environment of the Imjin River basin in relation to transportation routes from a broad perspective, we can see that it can be broadly divided into two categories. The One is the Period when the Imjin River basin can be seen as a transit or intermediate place. At this time, the main transportation route crossed the Imjin River and connected the Hwanghae-do and Daedong River basins with the Han River basin, and as a result, it is understood that the main transportation route was intensively developed and operated centered on the base in the Imjin River basin. Another is the time when the Imjin River served as a border between countries, when the state power intervened to build forward-line defensive bases and rear bases along the Imjin River and to operate various branch transportation routes along the main transportation routes in an organic and systematic manner to operate various fortresses.
Applying this to each period, the Imjin River basin cannot be seen as the final destination for the military advancement of Baekje and Goguryeo in the 4th and 5th centuries. At that time, Baekje attempted to advance to the Yeseong River and Hwanghae-do, and Goguryeo attempted to advance to the Jukryeong or south of the Han River through Yeongseo area, and in the process, the transportation route of the Imjin River basin had a strong meaning as a passageway and river hub for other regions. By the 7th century, as the Imjin River served as the border between Silla and Goguryeo, it can be seen that a much more organized transportation network was established than before in the Imjin River basin, with branch lines connecting rear and front-line defensive bases to major transportation routes. This network played a crucial role in Silla’s effective management of front-line defensive bases on the southern bank of the Imjin River during its conflicts with Goguryeo and Tang. Afterwards, during the Unified Silla period, as the northern advance was made in the direction of Yesong River and Daedong River, the terminus of the main transportation route was moved from the Imjin River basin to the Hwanghae-do and Daedong River areas. As a result, the military importance of the area was relatively weakened after the 8th century, and the Imjin River basin once again became a major transportation hub through which main transportation routes passed.
