고려시대 중앙-지방간 명령의 전달과 소통 (A Study on the Delivery of Instructions and Communication between the Center and the Province of the Goryeo Dynasty)

초록

In this paper, the theme of which is ‘the communication and making-relationship between officials of the center and the province by the delivery of instructions’, will be analysed ‘the delivery of instructions and the intermediary or courrier of communication’, ‘the administration system of Goon-Hyeon(郡-縣) and the communication and making- relationship by the delivery of instructions between the Center and the Province’ with the review of previous studies. This study is of academic worth in terms of criticising the close relationship between the central and the Joo-Hyeon(州-縣) through mandates which many previous studies observed and revealing the existence of local governer(GaeSooGuan 界首官) as a intermediary of receiving and sending official instructions.
The administration system of the Goryeo Dynasty consists of Joo-Boo-Goon-Hyeon(州-府-郡-縣), in other words regional Goon-Hyeon System(郡縣制) with multiple dependent county(Sokeup 属邑) and Hyang-So- Boogok(鄕-所-部曲) in one main county(Jooeup 主邑). However to more effectively administrate regional Goon-Hyeon System, several main Eups were integrated into wide unit with local governer(界首官) governing the unit. In case of Goryeo Dynasty, regional unit of main Eup in small scale, wide unit with local governer(界首官) in large scale were formed as a common regional area. Each regional area as a single political and economic unit, or as a common area of life had a socio-cultural consensus. The delivery of instructions from the Center to the Province based on the main-dependent Eup system and wide unit with local governer(界首官) was made in the way of command and discipline or topdown, in which, therefore, the communication and making-relationship between officials of the center and the province were conducted.
