초록

50年代以降, 日本政府が韓国政府に正式に返還した遺骨は, 旧軍人軍属として死亡した朝鮮人と浮島丸の爆沈事故で亡くなった乗船者の遺骨であった. 日本政府は50年代初めからこれらの遺骨の存在と返還の意思を韓国政府に伝えていたが, 実際の返還が始まるのは1971年からだった. 遺骨の返還が日韓の両国で合意したのは, 1969年, 第三次日韓閣僚会議の時だった.
第三次日韓閣僚会議は, 戦後, 両国の政府が直接交渉を通じてその間解決されていなかった軍人軍属等の遺骨約2千体の引渡しに合意し, また, その後の実際の返還と引き取りにおける主な事項及び手続きなどについても大半合意が行われたという点において意義がある.
合意が可能になった最大の原因は, 韓国政府がそれまでの立場であった北朝鮮籍の遺骨に対しての引渡しの要求を初めて撤回したからであった. そして, この時, 合意された主な原則らは, 2007年以降韓国政府の日帝強占下強制動員被害真相糾明委員会が追い進めた三回の遺骨返還(2009年7月現在, 延べ204体)にも非常に重要な影響をもたらしていた.
当時の合意は, 日本政府が保管していた約2千体余りの軍人軍属の遺骨だけを対象にしたもので, まだ収集していない軍人軍属の遺骨と, 数多くの労務動員·徴用者らの遺骨に関しては対象外としていた. また, 遺骨返還の際の基本的な作業である遺骨の身元の確認と, 遺族関係証明の手続きを日本政府の主張をそのまま受け入れたことによって, 無駄な行政力の浪費と自国民の確認の責務を怠ったことは非常に消極的な態度であったとも言える.
ところが, もっとも大事な誤りは, 単なる遺骨, それだけを引渡したり受け取ることに傾いて, 遺骨返還の際の一番重要な条件でありながら前提とも言える, 死亡者と遺族に対する日本政府の十分な説明と資料の提供, そしえ謝罪と補償, 慎んだ儀礼をあえて無視したことであろう.
1969年, 第三次日韓閣僚会議は, 戦後日韓両政府間の遺骨返還に関する初めての合意でありながらも, これまでの遺骨返還における重要な原則と手続きの原点になったという点から, 新たに評価されるべきであろう.

Since 1950s, the Japanese government officially returned the remains of the Korean soldiers and civilian employees in the Japanese military and the Korean Ukishimamaru victims sunk by explosion. Japanese informed their intention of returning them in the early 1950s but actually returned after 1971. It was the third Korea-Japan ministrial meeting in 1969 that both governments agreed on returning of remains.
Through the direct negotiation, they not only resolved the problem of returning about two thousand remains to Korea, but also agreed on the details and procedures. They could reach the consent because the Korean government finally gave up its previous insistence on the returning of the remains with the North Korean nationality. Those agreed principles at that time deeply influenced afterwards-Japanese returned the remains three times since 2007 according to the Korean government’s request through Truth Commission on Forced Mobilization under the Japanese Imperialism Republic of Korea.
In 1969, they only agreed on returning the remains of the Korean soldiers and civilian employees in charge of the Japanese government, which did not include the remains of many mobilized laborers. As for the identification of the remains and the procedures about the verification by surviving family members, the agreement only reflected the Japanese position. The Korean government showed the passive attitude about verifying its nationals’ identification and as a result, a lot of administrative efforts were wasted in vain.
However, the biggest mistake was made when Koreans only focused on returning the remains, neglecting to demand a full explanation about the deaths and all the records confirming the situation as well as funeral services, apologies and compensation from Japanese, which was, in fact, the most important about returning remains.
The Korea-Japan ministrial meeting in 1969 needs to be reevaluated; it was meaningful that the two governments agreed for the first time about the returning remains but it lacked in forming the most important principles.
