국제기술이전의 평가를 위한 체크리스트의 개발과 활용방법 : 기술제공기업의 관점에서 (Development and Application of Checklist for the Evaluation of International Technology Transfer: From the Viewpoint of Licensor)

초록

본 연구에서는 해외직접투자, 합작투자 및 라이선싱 등을 통한 국제기술이전의 평가를 위한 체크리스트가 개발되었고, 그 활용방법이 제시되었다. 이러한 국제기술이전을 평가하기 위한 6개의 체크리스트는 기술제공기업의 관점에서 개발되었다. 각각의 체크리스트는 총 20개의 평가항목을 포함하고 있으며, 본 연구에서 제시하는 독자적인 개발과정을 거쳐서 완성되었다. 아울러 본 연구에서는 국제기술이전의 평가를 위한 체크리스트의 실무적인 사용방법을 예시하기 위하여 라이선싱을 통한 국제기술이전에 대한 가상평가가 수행되었다. 이러한 가상평가 사례는 국제기술이전에 대한 평가를 하는 기술제공기업의 실무자들에게 경영적 시사점을 제공할 수 있다. 각각의 체크리스트에서 제시하고 있는 20개의 평가항목은 모든 기업 및 산업의 국제기술 이전에 대한 의사결정 상황을 완벽하게 고려할 수 없는 한계점을 내포하고 있지만, 이러한 한계점은 일부 평가항목을 기업 및 산업의 상황에 맞도록 추가 또는 제외하거나, 평가항목에 대한 가중치를 조정함으로써 극복될 수 있을 것으로 보인다. 본 연구는 해외직접투자, 합작투자 및 라이선싱을 통한 국제기술이전의 평가를 위한 체크리스트를 기술제공기업의 관점에서만 개발하였다. 그러나 성공적인 국제기술이전에 대한 평가를 하기 위해서는 기술취득기업의 관점도 중요하게 고려되어야 할 것이다. 이러한 기술 취득기업의 관점에서의 국제기술이전에 대한 체크리스트의 개발은 향후 연구과제로 남겨두기로 한다.

영어초록

The checklists for the assessment of international technology transfer through the foreign
direct investment, joint venture and licensing were developed in this article. In particular, an
application case for practical use was illustrated in this article. From the viewpoint of licensor,
six different checklists were developed to evaluate international technology transfer in terms of
foreign direct investment, joint venture and licensing. Each checklist, which includes 20 evaluation
items, was completed by own development process in this study.
The checklist for foreign direct investment contains 6 evaluation criteria including market
factors in the host country, environmental factors in the host country, regulations in the home
country, management ability of foreign subsidiary, usability of transfer technology and payment
characteristics of royalty in the host and home countries. The checklist for joint venture contains
also 6 evaluation criteria including market factors in the host country, environmental factors
in the host country, regulations in the home country, management ability of foreign partner
company, usability of transfer technology and cooperation between headquarters and foreign
partner company, while the checklist for licensing includes 6 evaluation criteria covering
market factors in the host country, environmental factors in the host country, regulations in
the home country, management ability of licensee, usability of transfer technology and cooperation
between licensor and licensee.
In addition, a simulative case study for international technology transfer through licensing
was performed to illustrate practical use of checklist. The import aspect to perform simulative
case study was methods to give weights for each items. Two kinds of methods were employed
to give weights in this study: mean and Analytic Hierarchy Process(AHP). Especially,
six evaluation criteria for AHP were classified by 20 evaluation items in this study. And AHP
was performed by two levels. The results of simulative case study can provide managerial
implications for the managers who want to evaluate international technology transfer.
Although 20 evaluation items in the each checklist contain a limitation which can not examine
all situations about international technology transfer of firms and industries, it can be
overcome by adding or excluding of items, or by adjusting weights.
This study had developed checklists based on the only licensor's point of view to assess
international technology transfer through the foreign direct investment, joint venture and
licensing. But special regard will be paid to the licensee for successful evaluation of international
technology transfer. It will be remain further research.
