초등 역사학습 평가의 실태와 새로운 방향 모색 -학교 수준의 성취도 평가를 중심으로- (Problems and New Direction of the Assessment of Elementary History Education)

초록

본 연구에서는 학교 수준의 성취도 평가를 중심으로 하여 초등 역사학습 평가의 실태와 원인 그리고 새로운 방향을 검토하였다. 정기고사에서의 역사 평가 내용과 형식, 그리고 점수는 초등 교사의 역사교육관 및 수업관에 지속적인 영향을 주며, 역사학습에 대해 학생이 어떤 태도를 지니는지에 대해서도 간접적이나마 강한 영향을 준다.
초등 역사학습의 실태 분석 결과, 평가 내용은 교육과정보다는 교과서의 내용에 기초하고 있으며, 평가 영역은 블룸의 인지적 영역 분류를 따르거나 사회과 교육과정에서 제시한 지식, 기능, 가치․태도 영역 분류를 따르는 경우가 많았다. 초등 역사학습 평가 문제의 원인으로 첫째, 역사학습 평가에 대한 교육의 부재와 오류를 분석하였고, 둘째, 사회과 교육과정 속에 역사 과목이 포함되어 있는 편제로 인한 평가 영역의 왜곡 문제를 검토하였다.
초등 역사학습 평가의 새로운 방향은 원론적 대안 논리 제시와 대안적 사례 검토라는 두 갈래로 모색해 보았다. 먼저 원인별로 원론적인 대안 논리를 제시하였는데, 첫 번째 대안은 일반적인 평가론의 시각을 역전하여 역사교육을 중심으로 평가론을 바라보는 것이며, 두 번째 대안은 참여적 인본 민주주의에 기초한 시민적 자질을 목표로 하면서도 초등 역사교육의 특수한 목표를 온당하게 잴 수 있는 평가 영역을 설정하는 것이었다. 대안적 사례 검토에서는 NAEP 미국사 평가 틀과 문항들을 제시하고 분석하면서 우리 초등 역사평가에 주는 시사점을 확인하였다.
단순한 역사적 사실 위주의 평가, 평가를 위한 평가, 형식적 완성도에 치중한 평가, 타당도보다는 신뢰도를 확보하는 데 관심을 두는 평가 접근은 분명 개선되어야 한다. 그리고 이는 평가 차원에서의 관심과 노력만으로는 불가능하다. 역사교육의 목표가 무엇인지를 끊임없이 반성하고 목표와 내용 및 방법을 관련짓는 성찰적 전문성이 요구되는 것이다. 그리고 역사학습을 평가하는 단계에 이르러 역사 교사의 전문성은 꽃을 피우게 된다.

영어초록

This study reviews the current situation, problem and a direction of assessment for elementary history education with respect to the school level achievement test. The test score, content and format of a periodic history assessment directly affect the teachers' historic and instructional point of view, and indirectly urge students' attitude toward historical lesson as well.
According to the analysis of elementary history education, the content of assessment is not based upon the curriculum, but the content of textbook. The assessment domains follows either the Bloom's texanomy of cognitive domain or the texanomy in terms of Social Studies curriculum such as knowledge, skill, value and attitude. The main reasons of elementary history assessment are as follows: Firstly, it analyzes the absence and fallacy of assessment of history education. Secondly, it investigates the distortion of assessment domain which the social studies curriculum includes history subject.
The new directions of assessment of elementary history education grope two folds such as the logical presentation of theoretical alternative and the examination of alternative example. First of all, it presents the theoretical alternative logic with respect to several reasons. The first alternative to understands the theory of assessment based upon history education which has opposite angle of general assessment theory. And the second alternative is to set up the assessment domains which can measure appropriately the right purpose of elementary history education, and the domains consist of civilian disposition based upon positive humanistic democracy. The examination of alternative example confirms the educational implication of Korean elementary history education and analyzes the assessment items related to the NAEP for U.S. History.
The improvement of assessment of elementary history education cannot be possible with only concern about assessment itself. Instead, it continuously requires the retrospective professionalism which is related to the purpose, content and methods. Ultimately the professionalism of history teachers can blossom when it reaches the step to assess the history education.
