민주화시대 한국외교정책의 결정요인과 과제 (Korean Foreign Policy and Problems in the Democratization Era)

초록

이 논문의 목적은 외교정책의 결정요인을 분석하고 외교정책 결정과정
과 민주주의와의 상관성을 밝히는 데 있다. 특히 1987년 민주화를 전후로
한국외교정책의 결정요인을 비교, 분석하고 있다.
민주주의의 확장과 함께 외교정책 결정과정과 민주주의의 상관성에 대
한 연구가 중요한 주제로 부상하고 있다. 민주화에 따라 시민사회의 참여
가 확대되고 과거 대통령, 행정부 등에 의해 독점된 배타적 정책결정과정
이 커다란 영향을 받고 있기 때문이다.
지금까지의 외교정책 연구는 국내정치와 차별적인 변수와 분석 방법으로
다루어야 한다는 이해가 지배적이었고 이러한 전통으로 말미암아 외교정책
은 국내정치적 현황과 일정한 수준에서 차별적으로 결정된다는 설명이 설득
력 있게 받아들여졌다. 그러나 탈냉전기 서구 민주주의 국가에서는 외교정
책이 가지는 국내?외정치 간의 연결성이 강조되고 외교정책 고유의 설명변
수가 무의미해지고 있다는 연구들이 발표되고 있다. 하지만 한국의 경우에
는 탈냉전 및 제도주의적 민주화가 본격화된 이후에도 외교정책에 영향을
미치는 포괄적인 변수들에 대한 분석이 전문적으로 이루어지지 못하였다.
특히 민주화이후 우리의 관심을 끄는 것은 본 연구의 중심테제인 민주주
의와 외교정책 결정의 상관성이다. 국가와 시민사회가 긴장의 각을 세우고
보다 합리적이고 건강한 정책개발을 위해 견제와 균형 감각을 유지하는 것
은 민주사회에서 바람직한 일이다. 전문성을 가진 정책 결정자들에 의한
정책결정이 바람직하기는 하지만, 시민사회에 의해 견제되지 않는 정책은
국민의 의사에 배치될 수 있고, 국가이익을 내세워 국가 내 소수의 이익을
실현하는데 사용될 수도 있기 때문이다. 예를 들어, 전시작전권 환수문제
나 FTA 협상과정 등에서 양자는 상호보완성을 가질 수도 있다. 그러나 다
른 정책영역보다 전문 관료들의 폐쇄성과 배타성이 강한 외교정책 분야에
서 여론을 포함한 시민사회의 영향력이 정책결정 과정에 얼마만큼 미쳤는
지는 아직도 명확한 결론을 내릴 수 없다.

영어초록

The purpose of this study is to analyze variables of decision making process
of foreign policy and to explain the correlation of decision making of foreign
policy and democracy. Especially, we analyze relations between state and
civil society in the process of decision making of foreign policy after 1987
democratization in Korea.
Along with expansion of democracy, studies on correlation of the decision
making processes of foreign policy and democracy is becoming an important
subject. With democratization, participation of civil society is enlarging and
exclusive decision making process of policy which monopolized by president
and administration is being affected.
So far, methodology on studies of foreign policy has focused on analysis of
external variables in international system rather than internal ones in domestic
system. Thus, domestic environment in decision making of foreign policy has
disregarded often times as an important factor.
In the post-Cold War era, interlocking between internal and external
variables which are related with decision making processes is expanding.
Both variables are affecting each other in democratic countries in particular.
But, in Korea, international and domestic variables in studies of foreign
policy do not fully analyze for the more effective research.
Today, our concern of studies of foreign policy is the correlation between
democracy and decision making process of foreign policy which is central
theme in this studies. In democratic society, check and balance between state
and civil society are very important to develop healthy and rational policies.
Because, some times, policies which are not monitored by civil society do
implement against people’s intentions. For instance, in recent we have
experienced these matters in the processes of military affairs and free trade
agreement between Korea and US. We need more analysis and research in detail to verify the correlation
between democracy and decision making of foreign policy studies through
lots of case studies. Because we can not conclude exactly to verification of
the correlation between decision-making and democracy.
