고구려와 북조의 조공관계 성격 (Nature of Tributary Relations between Goguryeo and the Northern Dynasties)

초록

中國正史와 『冊府元龜』 등에 수록된 朝貢品의 구성을 살펴보면 각종 보물과 사치품 등 다양한 품목으로 구성되어 있는 남조의 조공품에 비해 북조의 조공품은 상당히 실용적이다. 그런데 남조의 조공품의 구성은 중국의 전통적인 조공품의 구성과 일맥상통한다. 남조의 사서에 기록된 다양한 조공품의 구성은 바로 중화문명의 본거지인 황하유역을 상실하고 장강 이남의 남방의 한 구석을 차지하고 겨우 명맥을 이어갔던 남조가 과거 한제국이 보유했던 천하 중심국가로서의 위상을 회복하기를 바랐던 염원의 반영이었다. 그렇지만 북조의 사서는 이러한 점이 잘 드러나지 않는다. 이것은 북위는 물론이고 그 후에 등장한 북제, 북주, 수도 마찬가지였다. 이러한 전통은 정관 21년 당태종이 특별히 조서를 내려 이민족이 보낸 방물에 특이한 점이 있으면 이를 자세히 기록하게 하도록 할 때까지 지속되었다. 이러한 것은 모두 북조가 실용적인 측면을 강조하는 유목적 전통을 계승한 것과 관련이 깊다. 고구려는 북위와 총 80여 차례의 조공을 진행했는데, 공물의 품목으로 확인되는 것은 양마, 황금, 백은, 마노뿐이다. 그런데 이 중에서 적어도 황금과 마노는 고구려의 土産物이 아니었다. 그 밖에 위진남북조시기에 고구려가 보낸 조공품으로는 담비가죽, 천리마, 인삼 등 몇 가지 품목이 확인된다. 그런데 이들 중 상당수는 고구려의 특산물이 아니라 외부에서 조달한 것이었다. 그렇다면 고구려가 외부에서 조달한 물품을 조공품이라는 명칭으로 남북조에 공급한 목적은 어디에 있을까? 첫째 정치적인 목적이다. 고구려는 자체에서 생산되는 물품뿐만 아니라 그 영향권에 있었던 지역의 특산물을 공급함으로써 고구려를 중심으로 한 역내 세계에서 중심국가라는 것을 중원왕조에 과시했다. 그런데 중국정사를 살펴보면 숙신이 호시석노를 바쳤음에도 불구하고, 조공의 주체를 고구려로 기록했다. 숙신이 이역만리까지 와서 호시석노를 바치도록 한 고구려의 실질적인 정치적 영향력을 인정한 결과였다. 그런데 이와 같이 조공의 주체를 바꾸어 기록한 사례가 몇 몇 국가에서 더 확인된다. 중국은 고구려와 같은 역내 패권 국가의 조공 사실을 기록함으로서 자국의 위상을 높이고, 이와 함께 고구려를 비롯한 주변 강국이 갖는 해당 권역에서의 실질적인 정치적 지위를 인정했던 것이다. 둘째, 경제적인 이득이다. 고구려가 중국에 공급한 물품을 보면 대부분 중국에서 높은 가격에 소비되는 물품이었다. 예를 들어 인삼의 경우 고구려는 인삼의 주요 생산국임에도 불구하고, 백제의 인삼이 더 높은 평가를 받자 고구려의 인삼과 함께 공급하였다. 이렇게 고구려는 중국에서 선호하는 물품의 조달을 통해 중간에서 막대한 차익을 거두었을 뿐만 아니라, 이러한 주요 제품을 공급할 수 있는 능력을 갖춘 국가라는 점을 과시함으로써, 더 많은 경제 교역을 유도하고 이를 통해 경제적인 이득을 취했던 것이다.

영어초록

According to the composition of tributes(朝貢品) recorded in Chinese Official History and 『Ce Fu Yuan Gui(冊府元龜)』 etc.. tributes to the Northern Dynasties are so pratical compared to those to the Southern Dynasties(南朝) that consist of diverse items such as various jewels and luxuries. The composition of tributes to the Southern Dynasties are in the same line with the traditional composition of tributes in China. The composition of diverse tributes recorded in the historical records of the Southern Dynasties reflects the wish of the Southern Dynasties, which barely maintained existence occupying an area south of Yangtze River after losing the Yellow River areas, the birth place of Chinese civilization, for restoring the status as a center of China that Han Empire(漢帝國) held in the past. However, such tendency does not appear in the historical records of the Northern Dynasties. This applies to Northern Qi(北齊), Northern Zhou Dynasty(北周) and Sui Dynasty(隋), which appeared later, as well as Northern Wei Dynasty(北魏). This tradition continued until Emperor Taizong of Tang(唐太宗) ordered to record any extraodinary items in local products sent by foreign peoples in detail by a special empirial edict in 647. This is deeply related to the nomadic tradition inherited by the Northern Dynasties(北朝), which emphasizes practical aspects.
Goguryeo offered 80 tributes in total to Northern Wei Dynasty(北魏). Tribute items confirmed are good horses, gold, silver and jade(珂). Among them, gold and jade were not local products(土産物) of Goguryeo. In addition, it was confirmed that Goguryeo offered several items including mink(貂皮), swift horse(千里馬) and ginseng as tributes in the period of Wei Dynasty, Qin Dynasty and the Southern and Northern Dynasties. However, many of them were not local products of Goguryeo but procured from outside. Then, why did Goguryeo offer products procured from outside as tributes to the Southern and Northern Dynasties? First, Goguryeo had a political purpose. Goguryeo showed off to China the fact that it was a central state in the region by presenting special products of the areas under its influence as well its own local products. Looking into Chinese Official History, even when Sushen(肅愼) offered arrows made of thorn and stone(楛矢石砮), they were recorded being offered by Goguryeo. It was a result of recognizing Goguryeo’s political influence which could make Su Jie come a long way and offer arrows made of thorn and stone. There are more such cases found with respect to several other states, in which who offered tributes were changed when making records. China recognized the actual political status of powerful states such as Goguryeo in the region while enahncing its own status by recording the tributes made by dominating states such as Goguryeo in the region. Second, Goguryeo pursued economic gains. Most items provided by Goguryeo to China were item consumed at high prices in China. For example, in case of ginseng, Goguryeo was a main producer of ginseng, but when Baekje’s ginseng received a higher review, Goguryeo provided Baekje’s ginseng along with its own. Like this, Goguryeo raised huge profits by providing items prefered by China as an intermediary, and induced more trade and earned economic gains by showing off its ability to supply such main products.
