네케르의 『왕에게 드리는 보고서』: 재정개혁과 여론 (Compte rendu au Roi par Necker: Financial Reforms and Public Opinion)

초록

Cet article a pour but de proposer une réponse préliminaire sur les questions suivantes. Sur quel mécanisme l’opinion publique fonctionnait -t-elle sous l’Ancien Régime? Par quelle manière les opérations financières devenaient-elles la principale cause des conflits politiques? Comment l’opinion publique obtenait-elle la nouvelle autorité politique à la fin de l’Ancien Régime? Pour cet objectif, nous analysons le Compte rendu au Roi publié en 1781 par Necker et les anti-Necker polémiques auxquelles cet ouvrage donnait lieu. Nous examinons, tout d’abord, les problèmes financiers et les réformes administratives traités par Necker dans son ouvrage. Puis, nous discutons les critiques infligées par les anti-Necker brochures et leurs implications politiques. Finalement, nous apprenons les caractéristiques des polémiques autours du Compte rendu au Roi et leurs effets de longue-durée sur l’opinion publique. Cet essai offre trois idées suiivantes:
Premièrement, les programmes financiers de Necker étaient si radicaux qu’ils attaquaient les bases de la société française et menaçaient les intérêts des élites du pouvoir.
Deuxièmement, les brochures contre Necker en 1780 et 1781 étaient manipulées par ces personnages influents plutôt que par les franges de la sphère publique.
Trosièmement, la publication du Compte rendu au Roi ouvrait les affaires financières à la discussion publique, permettait à l’opinion publique de guider les opérations financières et, par consèquent, détruisait le “secrecy”, principe essentiel de la monarchie absolue.

This article aims to suggest preliminary answers to following questions. How did the public opinion operate under the Old Regime? How did the financial issues become the main concerns of the public opinion? And how did the public opinion function as the new political authority at the end of the Old Regime? For this purpose, it reviews Necker’s Compte Rendu au Roi published in 1781 and the anti- Necker pamphlets. It examines, first of all, the financial issues and the administrative reform programs raised by Necker in Compte Rendu au Roi. Then it discusses the criticisms of the anti-Necker pamphlets and their political implications. Finally, it reveals the essence of the controversies around Comptu Rendu au Roi and their extensive and long-lasting impact upon the public opinion. This research offers three ideas as follows:
First, Necker’s financial programs were so radical that it attacked the bases of the existing French society and menaced the interests of the french powerful elite groups.
Second, the wave of pamphlets directed against Necker in 1780 and 1781 was heavily manipulated by these key figures rather than emanating from the fringes of public life.
Third, the publication of the Compte Rendu au Roi opened up the financial condition of the monarchy to public discussion, allowing “public opinion” to guide the course of financial operations and, therefore, breaking the secrecy of absolutist politics.
