The Participatory Democracy in ERAP
of SDS in the 1960s

ERAP(Economic Research and Action Project) was a series of community organizing projects, working among the poor in the northern urban neighborhoods in the 1960s. ERAP of which original strategy involved creating a social movement among poor Americans, focused on organizing the unemployed around the issue of unemployment.
However, as SDS activists pursued the principle of participatory democracy and the organizing ‘from the bottom up’, ERAP projects gradually realized that the participation of community residents to resolving the issues that they defined as most important was their political means and end. This change was the process that necessitated opening up putatively apolitical spaces and activities to politics. In other words, this entailed defining concerns to have considered to be ‘personal’ as legitimate elements of a social movement.
ERAP’s campaigns like the war on poverty campaign and the welfare rights organizing demanded not only substantive entitlements but the extension of the poor's participation in the politic and welfare system. ERAP activists’ commitment to the participation from electoral politics, to decision-making and oversight capacities, to face-to-face interactions, contributed an important dimension to the ‘new’ social movement paradigm.
In short, the projects’ challenge to prevailing definition of participation redefined and expanded the civil rights and political participation in the 1960s in America, and provided a base for new social movements.
