제주민요 창자 중심의 보전 방안 (Preservation Measures Focusing on Jeju Folk Song Singers)

초록

제주도민의 정신적 가치가 담긴 ‘제주민요’ 무형문화유산은 제주민의 삶의 일부이며 공동체 문화 복원과 제주의 정체성 구현에서 중요한 위상을 차지하고 있으나 시대 변화로 소멸의 위기에 처했다.
제주민요는 제주민의 생업이라 할 수 있는 농․어업 등의 노동과 함께 자연발생적으로 생겨난 것들이 대부분이다. 여성이든 남성이든 노동으로 생계를 이끌어갔지만, 특히 여성들은 삶을 위한 생활의 문화로서 민요를 삶의 일부로 삼았다.
창자(唱者)는 노래 기능과 관련하여 전승되는 고정구에 개인적 정서를 표현하고 더구나 노동․의례․유희의 기능과 관련하면서도 음악성, 문서 엮음 등 개인적 능력이 발휘되고 있다.
제주민요와 관련하여 국가와 도 지정으로 정해진 종목인 경우 대부분이 여성창자들이 부른 민요이다. 이를 중심으로 타 종목도 포함하여 종목 통합으로 전승범위를 확대하고, 유형 계열별 복수 종목을 통합하여 무형유산 체제로 그 지정 범주를 확대할 수 있다.
특히 지역의 특성과 가창능력이 뛰어난 지역주민 유무에 따라 마을 단위별 소리판을 재구성 할 필요가 있는데, 연희판과 소리판의 형성은 마을 민속연희와 공유되면서 마을의 정체성을 찾고 공동체 문화를 회복 하는 중요한 역할과 기능을 할 것이다.
마을별로 지역성이 강한 연희를 개발하여 마을축제나 탐라문화제 등에 청소년들을 지속적으로 참여시키면서 민요 전승에 세대 간 연결이 되도록 한다.
민요 무형문화재의 후세 전승을 위해서 전수교육을 강화하고 전수장학생 확보 및 전승기반 구축을 위한 수단으로 민요의 전승보존을 위한 전수 교육관 활성화가 필요하다.
또 제도권의 대학교육 프로그램 운영을 위해 ‘ (가칭)민속예능교육원’과 같은 평생 교육기관을 설립하고, 정규 교육 프로그램 운영으로 전문 인력 양성을 위한 전문가 과정 신설 등이 필요하다.

영어초록

The ‘Jeju Folk Song’ intangible cultural assets which possess the mental spirit of the Jeju people is an integral part in the fabric of the Jeju people’s lives. It occupies a very important position and is recognized as having the prestige in realizing Jeju’s authentic identity and culture restoration but is now facing extinction in the changing of the times.
Most of the Jeju folk songs have been created naturally along with daily labors related to agricultural and fishing activities which were the livelihood of the people. Whether it be men or women, it is true that they both maintained their lives by attending to the labor intensive work but especially in the case of the women, they found comfort and solace in making these folk songs part of their labor work as an aspect of cultural enjoyment.
The singer expressed personal sentiments in the fixed phrases which had been passed down from generation to generation related to the actual function of singing. In addition to that, while the phrases were connected to labor, ceremonial rites and festivities, it still managed to demonstrate personal ability through musical talent and literature.
Most of the items that have been officially designated by state and Jeju provincial government are women folk songs that have been sung by female singers and for other female related items, a separate measure should be sought out. The Jeju folk song needs to be rearranged in terms of each distinctive note and sound according to whether there are residents who can sing with talent with that region and special characteristics in mind. The formation of these festive fields and sound fields should be commonly shared with traditional folk festivals so that the identity of each village can be regained and ultimately have an important role and function in restoring the communal culture.
By developing distinctive festivities of each village region, the younger generation should be exposed to the village festivals and Tamra culture festivals so that they may be passed on to the next generations.
To ensure the passing of the folk intangible cultural assets and the preservation of its pristine condition, there is a need to strengthen the education system. As part of the plan to establish the foundation and securement of students of such schools, the training facilities need to be activated exclusively for the preservation of the tradition of all folk songs. In addition to that, for the maintaining of a systematic training program, we would need to set up an educational institute so that regular programs can be administered for the raising of professionals who would carry on such traditions.
