초록

이 글은 조선시대 국왕 태실을 개보수하는 공역이 실제로 어떻게 이루어졌는지를 영조조에 있었던 세종과 단종 두 태실의 수개 역사를 사례로 하여 고찰한 글이다. 이를 정리하면 다음과 같다 조선시대에는 국왕 태실에 어떤 결함이 발견되면 태실 소재지의 수령이 이를 관찰사에게 보고하고, 관찰사는 즉시로 태실 현장을 찾아 奉審한 뒤 이를 중앙에 보고하였다. 이렇게해서 관찰사의 보고가 중앙 에 이르면 禮曹에서는 관찰사의 봉심 내용을 중심으로 修改 여부에 대한 의견을 붙여 국왕에게 啓聞함으로써 태실 수개 여부가 결정된다. 태실의 수개가 결정되면 공역에 적당한 일자를 택정하고, 예정된 태 실 수개 일정에 맞추어 本道와 중앙의 해당 관사에서 준비해야 할 인력 과 잡다한 물품, 제반 준비 사항을 확정하여, 이를 본도 및 해당 관사에 미리 알려 준비에 차질이 없도록 한다. 그러나 일정과 계획이 정해진 경우라고 하더라도 국휼이나 흉년 등으로 인해 날짜를 연기하는 일이 흔히 발생하는데, 본 세종. 단종 태실의 개수 공사도 국휼로 인해 한 차례 연기되었던 것으로 나타난다. 중앙으로부터 태실 수개에 필요한 준비 인력과 物目이 정해져 공문 으로 하달되면 본도에서는 관찰사가 이들 물목과 인력을 고을 별로 분정하였다. 물력과 인력의 분담 정도는 태실이 소재한 고을의 부담이 비교적 많은 편이나 인근의 대읍이 가장 많은 부담을 지는 것으로 나타 난다. 특정한 물품의 경우 멀리 떨어진 고을에 까지 부담케 하는 경우가 보이나, 대체로 태실이 소재한 고을과의 거리나 고을 사정 등을 감안해 서 필요한 물품과 인력을 여러 고을에 두루 부담시키는 것으로 나타난 다. 역사는 중앙에서 감역관이 내려온 뒤 개시된다. 감역관은 공사 개시 일을 며칠 여 남기고 현지에 도착하여 개수할 태실의 석물 등을 살핀 뒤 이를 사안에 따라 소속 관서 와 예조, 및 본도 관찰사에 보고한다. 뒤이어 예정된 개수 공사 날짜가 임박하면 중앙에서 繕工監 提調와 觀象監 提調가 내려와 태실 공사 현장을 봉심하고, 수개 공사 당일의 행사와 공사 일체를 참관한 뒤 자신이 봉심하고 참관한 바를 중앙에 보고한다. 공역은 ‘告事由祭’와 ‘告后土祭’를 행한 뒤에 개시되며, 공역 을 마친 뒤에는 ‘謝后土祭‘를 행하는 것으로 행사가 완료된다. 본 건의 경우 왕실의 아기 태실을 처음 조성하거나 즉위한 국왕의 태실에 돌 欄干을 조성한 경우가 아닌데도 두 태실의 금표 구역을 정하 고 태실을 수호할 守直을 정하는 문제가 신중하게 논의되었다. 이는 당시까지만 하더라도 국왕 태실의 관리 및 수호와 관련된 규정이 제대 로 지켜지지 않아 태실이 소홀히 방치되고 있었던 현황을 알려주는 것이다.

영어초록

This study considers how repair works on royal placenta chambers of Chosun Dynasty were actually made by looking into the cases of repairing/mending King Sejong & King Danjong's placenta chambers of stone during King Yeongjo's reign. This study is summed up as follows: When a defect was found with a royal placenta chamber of Chosun Dynasty, the chief of the location where the chamber existed had to report it to governor, who had to visit the chamber in no time for inspection whose result had to be reported to the central government. This way, once the governor's report reached the central government, the Ministry of Rituals discussed whether repair works should be made or not based on the report, and had the issue decided by reporting the outcome of its discussion to the king. Once repair works were decided, they had public construction service decide a proper date, confirm what were to be prepared by the province and the central departments to meet the needs of the repair work, and let it be known to them respectively so that there might be no preparatory hindrance. Though the date and schedule, however, were set, they got deferred in many cases due to nationwide funerals or famines, and according to documents, the repair plan for the placenta chambers of King Sejong and Danjong was once deferred due to a national funeral. Once an official document that set man power and items necessary for the repair work was delivered from the central department, governor of the pertinent province allocated the items and man power to each village. The extent of the burden villages where the chambers existed had to undertake was relatively more but the largest burden, according to documents, was on the largest village in the vicinity. There are cases that certain items were undertaken by remote villages, yet generally, the repair burden was shared by various villages in consideration of their distance to where the chamber was, their situations and etc. The work started after a work supervisor came down from the cetral departmet. The supervisor arrived at the site some days before the start of the work so that he could take a look at stone materials and etc. that would be used for the repair work and report the situation to the department he worked for and to the governor as well as the Ministry of Rituals. And then, as the D-day closed in, the central authorities dispatched an acting director from Construction Department and an acting director from Astronomy Department, who would take care of the work site, attend several works done on a day as well as the whole work process, and then report what they took care of and observed to the central authorities. The work started after 'Reason Announcement Ritual(告事由祭)’ and 'Report-to-the Land God Ritual(告后土祭)' were offered, and once the work was done, the construction was complete with 'Thank-the Land God Ritual(謝后土祭).' In these two cases, though they were not initial building of royal placenta chambers or composition of guard rails around an inaugurated king's placenta chamber, the issue of putting golden lines that would divide the two chambers and deciding their protectors was carefully discussed. This indicates that the royal placenta chambers were neglected until then due to poor observance of the rules related to management and protection of the royal family's placenta chambers.
