Ⅰ. INTRODUCTION

Present democratic system are two axes of representative system and republicanism tradition. Mankind naturally a social and political animal. Thus, they have to live in a political society at least to answer themselves the question of who they are. Moreover, this kind of society brings the question of `How can it conduct the value of the community?` and that mankind must solve in terms of politics. This kind of value of a community-public interest-is the fundamental value of republicanism (Robert A. Dahl, 1999) In this point of view, present crisis of public interest can be reflected as the crisis of democracy. Even though our society`s party politics should pursue public benefits, it only tries to localize politics or is already turned into an interest group that abandons the value which all are just pitiful. Moreover, the press that should monitor and criticize that kind of politics have fallen in the power of authorities and seeks interests. All of these just show how serious our democracy is.

Today`s present society has uncountable political issues and powers that are not even comparable to the establishment of the modern democracy. There can be a doubt on how republicanism can be of a meaningful alternative to this society. Even if so, republicanism stands in superior position when it comes to the most important value of democracy: `controlling the people`. In addition, republicanism cannot be disparaged when it holds `public value` as intrinsic value. No political organization can secure justification before regarding themselves as a spokesperson or representative of public values. The principle that republicanism put to preserve the public value is to avoid the concentration of powers. With this kind of view, from the Montesquieu`s `separation of three powers` the public interest of republican meets the radical changeover because the separation of the system of the power into legal, administrative, and judicial powers` and each checking and controlling one another was confirmed as the fundamental of the republicanism (Robert A. Dahl, 1999).
