Introduction
After entering WTO, there have been many gradual but dramatic changes in Taiwan industries, which we can see from several current events, such as the protest of Taiwanese towel producers. Aside from that, there is also agreement among WTO member countries regarding the so-called Trade-Related Investment Measures, or TRIMs, which influence domestic industries and enterprises investing overseas to a great extent. In this paper, we will start from introducing the background and the formation of TRIMs agreement, the existing disputes, and then talk about its effect on Taiwan and what Taiwanese corporations and government should do under the structure.
Background of TRIMs
GATT
The original intention was to create a third institution (ITO) handling economic recovery after World War II, by encouraging reduction in tariffs and other international trade barriers, to join the “Bretton Woods” (Reference1) institutions now known as World Bank and the International Monetary fund. The draft IPO charter included rules on employment, commodity agreements, restrictive business practices, international investment, and services. Even before the charter was finally approved, 23 of the 50 participants decided to negotiate to reduce and bind customs tariffs in 1946.
