The functional asymmetry of the human brain is unequivocal, and so is its anatomical asymmetry. 촘스키는 모든 인간은 천성적이고 생래적인 인지능력이 있으며 이 단순하고 추상적인 원리만 터득한 다음 조합을 통하여 언어를 학습하고 또 사용한다고 반박했다. 촘스키에 의하면 인간의 두뇌는 무엇을 인식하고 판별하는 인지능력이 있고 그 능력에 따라서 언어를 습득하고 구사한다.
