이 논문은 1995년 7월부터 1996년 3월까지의 기간에 발생한 대만해협위기를 연구한 것이다. 대만해협위기 당시 중국은 대만의 분리주의 행동을 저지하기 위해 총 네 차례에 걸쳐 무력시위를 했지만 중국의 무력시위에 대응한 미국의 태도는 일관되지 않았다. 미국은 1995년 발생했던 세 차례의 위기에 대해서는 유화적이고 모호한 입장을 취했지만 1996년 위기 시에만 군사적 대응을 했던 것이다.
이에 필자는 “왜 미국은 1996년 위기 시에만 군사적으로 개입했는가?”라는 문제의식을 바탕으로 기존 연구들을 검토했으나 만족할 만한 답변을 얻지 못했다. 그것은 대부분의 연구들이 이 문제를 다루지 않았고 설령 연구가 이루어졌다고 할지라도 미국의 군사적 개입을 구체적으로 설명할 수 없는 정치적 수준의 분석이었기 때문이다. 그래서 이 논문은 군사전략적 관점, 즉 해양통제를 통해 미국의 군사적 개입 요인을 분석하고 그렇게 도출된 결과를 바탕으로 대만해협위기 이후 양국의 해군전략을 이해하고자 한다.
이 논문은 “1995~96년도 대만해협위기 시 왜 미국은 군사적으로 개입했는가?”라는 문제에 대해 “중국의 해양통제 위협 때문에 미국이 군사적으로 개입했다”는 가설을 설정하고 이것을 증명하고자 한다. 가설을 입증하기 위한 연구방법은 밀의 ‘간접차이법’을 적용한 비교연구인데, 구체적인 방법은 대만해협위기를 미국의 군사적 개입 유무에 따라 1995년도의 세 차례 위기(미개입)와 1996년도 한 차례의 위기(개입)로 구분하고 설정된 가설을 각각의 사례를 통해 검증하는 것이다. 가설을 검증한 뒤에는 이러한 교훈이 대만해협위기 이후 미국과 중국의 해군전략에 어떻게 반영되어있는지 확인하고 그것을 통해 재구성된 양국의 해군전략을 이해하고자 한다.
제2장에서는 해양통제 및 군사적 개입에 관한 이론적인 고찰을 하고 해양통제가 대만의 안보를 결정짓는 중요한 요소라는 것을 밝혔다. 해양통제는 해양의 점령이 아닌 사용과 관련된 개념인데, 대만해협 인근에 대한 해양통제를 확보하는 것은 중국, 대만, 미국의 입장에서 모두 중요하다. 먼저, 중국은 대만해협의 해양통제를 장악함으로써 대만을 정복하기 위한 군사력을 투사할 수 있고 대만을 상대로 한 강압행위의 실효성을 높일 수 있다.
