유엔의 평화유지활동 개혁 목표 및 추진과정 분석

소개

유엔을 개혁한다는 것은 단순히 예산을 삭감하거나 구조조정을 통해 직원의 수를 줄이는 것이 아니다. 진정한 개혁은 UN이 회원국로부터 부여받은 임무들을 주어진 자원의 범위 내에서 최대한 효과적이고 효율적으로 달성할 수 있도록 하는 것이다. 따라서 UN의 PKO 개혁이란 ‘UN 헌장의 틀 내에서 다양한 PKO를 수행하면서 식별한 문제점들을 UN이 정한 합법적 방법에 따라 점진적이고 지속적으로 개선하는 것’을 뜻한다.
본론에서는 UN의 PKO 개혁 목표를 제시하고자 한다. UN은 과거의 PKO 실패 경험을 바탕으로 현장 임무의 신속성을 증진하고, 사무국의 현장 지원능력을 강화하며, 안정적으로 예산을 확보하는 것을 PKO 성공의 열쇠로 보고 있다. 그리고 이들은 회원국들의 참여 확대를 통해 보장 받을 수 있다. 이러한 목표들은 1992년 갈리 전 사무총장의 ‘평화를 위한 제언’을 시작으로 여러 보고서들을 통해 부분적으로 제시되었으며 2000년에 갈리의 후임이었던 코피 아난에게 보고된 브라히미 보고서에 잘 정리되어 있다.
개혁 목표에 이어 PKO 개혁 목표가 어떻게 구체적으로 추진되고 있는지에 대해 현장 수준(field level), 본부 수준(headquarter level), 그리고 국가간 조직 수준(intergovernmental organization level)에서 분석하고자 한다.

분쟁 현장에서 평화유지활동의 성공을 보장하기 위한 여러 조건들 중 가장 쉽게 눈에 보이는 것은 PKO團이 가장 빠른 시간 내에 현장에 자리를 잡고 임무를 시작하는 것이다. 분쟁이 실질적으로 일어나기 전에 PKO團이 배치되는 것이 더욱 효과적일 수 있지만, 현실적으로 말하면 안보리가 PKO를 승인하는 결의안을 채택한 이후 최단시간 내에 현장에 도착하여 더 이상의 분쟁의 확대를 사전에 막음으로써 수많은 인명을 보호하고 피난민이 인접국으로 확산되는 것을 방지해야 한다. PKO團이 분쟁 현장에 신속하고 효과적으로 전개하기 위해 UN이 추진하고 있는 것은 군인, 민간경찰, 민간인 전문가들과 이들이 운용할 장비와 물자를 사전에 준비하는 UN 상비체제(UN Standby Arrangements System, 이하 UNSAS)와 신속전개수준(Rapid Deployment Level, 이하 RDL), 그리고 다국적 상비여단(Standby Forces High Readiness Brigade, 이하 SHIRBRIG)이다.
UNSAS는 UN이 회원국들과 개별적으로 PKO 지원 사항에 대해 협의하여 이를 새로운 PKO의 기획과 기존 PKO의 지원에 사용하는 것이다. 다시 말해 UN이 개별 회원국들과 이들이 향후 PKO에 참여하게 될 경우 지원 가능한 인원, 장비 등에 관한 내역을 사전에 협의하여 이를 데이터베이스화하면 실제로 새로운 PKO가 생겼을 경우 안보리의 임무지시를 수행하기에 적합한 수준의 PKO團을 최단 시간 내에 구성할 수 있고, 기존 PKO에 추가 지원이 필요할 경우 이 또한 신속하게 충족시킬 수 있다는 것이다.
