Namely, the characteristic of the North Korea is “One party government.” Under North Korea`s power structure, eventually all the power is concentrated in countries party and the government agency is just the agencies to execute the policy as determined by the party.

Ⅰ. Introduction

Checking about North Korea`s public administration, North Korea emphasized the juche ideology in regard of excessive legal system after Kim-il-sung`s death in 1993. The 9th of September in 1993, they emphasized autonomy and independence coping with a sudden change and socialism sustaining and an absolute faith. The current North Korea` system place an importance on ideology and political things. Accordingly, it is very deepening politicalization of bureaucratic function. Efficiency is more important than goal-orientation and legality is located behind the political things.
North Korea`s ideology is based on particular juche ideology. The juche ideology`s philosophy base initiates `people is principal of all things, it determine all things`. However, in the juche ideology, it is given privileges for North Korea` chief managerial class about `people is principal of all things, it determine all things`. Because the chief managerial class`
comes under laws and rules, Kim-il-sung and Kim-jung-il is located center of commander.

Heady demonstrated bureaucracy in respect of comparative perspective and classified various kinds. One of them, it is North-Korea as communism. North Korea has been a despotic system since its inception.
