금융플랫폼 구축을 위한 핀테크 기술 및 탑재 콘텐츠에 관한 연구: 우체국 사례 (A Study on Fin-Tech and Embedded Contents for Building Financial Platform: Case of Korea Post)

초록

본 연구는 4차 산업혁명으로 금융산업의 패러다임이 빠르게 변화하고 있는 시점에서 우체국의 경쟁력 강화방안을 모색하였다. 즉 금융기관들이 혁신전략의 일환으로 금융플랫폼 구축을 시도하고 있는 상황에서 우정사업본부에 대한 사례연구를 통해 금융플랫폼 구축 시 필요한 핀테크 기술 및 탑재 콘텐츠에 대해 살펴보았다. 전문가 설문조사 분석결과 가장 중요하게 활용될 핀테크 기술은 빅데이터로 밝혀졌으며 이어 인공지능과 블록체인이 꼽혔다. 또한 핀테크 기술 사용에 있어 가장 중요한 평가기준은 활용가능성이 선정되었으며 이용용이성이나 실현가능성도 함께 고려해야할 기준으로 조사됐다.
플랫폼 구축 시 탑재해야 할 콘텐츠에 대해서는 금융고유 업무와 관련된 콘텐츠가 금융 부수업무 및 우편업무 관련, 추가비즈니스 업무 관련 콘텐츠에 비해 더 중요한 것으로 밝혀졌으며 이들 업무와 관련된 세부 콘텐츠 중 가장 중요한 것은 지급결제 수단의 간편화와 다양화가 선정되었다. 금융 부수업무 및 우편연결 업무에서는 카드사업, 추가비즈니스 업무에서는 O2O서비스가 각각 주요 콘텐츠로 선정되었다. 탑재될 콘텐츠의 향후 영향력에 대해서는 미래지향성이 가장 높게 나타났으며 이어 우본의 경쟁력 강화와 고객의 이용빈도 증대가 선정되었다.
하지만 이 같은 설문조사 결과는 내부와 외부, 금융과 IT전문가별로 다소 상이하게 나타났다. 핀테크 기술에 대해서는 모든 그룹에서 빅데이터를 가장 중요한 기술로 선정했지만 핀테크 기술의 평가기준에서는 내부전문가는 활용가능성을, 외부와 금융전문가는 실현가능성을, 그리고 IT전문가는 이용용이성을 꼽았다. 또한 탑재항목과 관련해서도 내부와 외부 그리고 금융전문가들은 모두 금융 고유업무가 가장 중요하다고 밝힌 반면 IT전문가들은 금융 부수업무 및 우편연결 업무를 꼽았다. 세부콘텐츠에 대해서도 내부와 외부전문가는 지급결제 수단의 간편화와 다양화를 가장 중요한 콘텐츠로 선정한 반면 금융전문가는 비대면금융거래의 확대, IT전문가는 O2O서비스를 꼽았다. 본 연구는 금융플랫폼 구축의 필요성을 제기하며 활용가능한 핀테크 기술과 탑재항목을 제시했다는 측면에서 차세대 금융시스템 구축을 추진 중인 우정사업본부에게 시사하는 바가 크다고 할 수 있다. 또한 전문가별로 상이한 의견이 도출됨을 보임으로써 금융플랫폼 구축 시 다양한 전문가의 의견을 청취하고 조율할 필요성도 제기한다. 이와 함께 본 연구 결과는 금융혁신을 꾀하고 있는 금융기관들에도 시사하는 바가 크다고 할 수 있다. 핀테크 기술 중 빅테이터의 중요성을 확인시켰으며 지급결제 수단의 간편화 및 다양화와 관련된 콘텐츠 개발에 혁신 역량을 집중할 필요성을 제기했다.

영어초록

This study seeks to improve the competitiveness of Korea Post when the paradigm of the financial industry is rapidly changing due to the fourth industrial revolution. In other words, we exam fin-tech and embedded contents for building financial platform of Korea Post when financial institutions attempt to build a financial platform as part of their innovation strategy. As a result of the expert survey, Big Data is observed to be the most important of financial technologies, which is followed by Artificial Intelligence and Block Chain. In addition, the most important appraisal criteria for the use of fin-tech is applicability following simplicity and feasibility.
For the content that should be embedded in the platform construction, the content related to the finance specific business is found to be more important than the content related to financial supplementary and postal connection business, and additional business affairs. The simplification and diversification of payment and settlement method is selected as the most important embedded content. Card business is elected as the main embedded content in financial supplementary and postal connection business, and O2O service in additional business affairs. Persistent availability is adopted as the most important factor for future influences of the embedded content, which is followed by the enhancement of Korea Post’s competitiveness and the increasing frequency of customer use.
However, the results of these surveys are somewhat different for internal and external, financial and IT professionals. All the group select Big Data as the most important financial technology, while internal experts adopt applicability in appraisal criteria for the use of financial technology, external and financial experts choose feasibility, and IT experts select simplicity. In addition, internal, external, and financial experts point out that the finance specific business is the most important, while IT specialists indicate the financial supplementary and postal connection business. For the most important embedded contents, internal and external experts select the simplification and diversification of payment and settlement method, while financial experts indicate the expansion of non-face-to-face financial transactions, and IT professionals select the O2O services.
This study suggests a great deal to Korea Post pursuing the construction of the next generation financial system in that this study indicates the necessity of building a financial platform and presents applicability of financial technologies and embedded contents. In other words, we have presented ways to realize fin-tech such as big data, artificial intelligent, block chain on the financial platform of Korea Post, reveal the concrete realization plan and direction of the embedded items, and raise the necessity strengthening constant feedback, publicity, and professionalism of financial system in Korea Post. It also shows the necessity of listening and coordinating opinions of various experts when constructing the financial platform by showing that different opinions are generated by experts. In addition, this study suggests a great deal to financial institutions seeking financial innovation. We have identified the importance of big data among the financial technologies and raised the need to concentrate our innovation capabilities on development of content related to simplification and diversification of payment and settlement methods. However, this study leaves a limit to the lack of sample due to the nature of the expert questionnaire.
