위기와 응전: 탈냉전 이후 북한사회 정치구조 변화 해석 (Crisis and Response: Interpretation of changes in the political structure of North Korean society after the post-Cold War)

초록

북한사회가 탈냉전과 맞물려 체제위기로 접어들면서 정치구조에도 변화가 불가피했다. 당 내 권력이 1인(수령)에 집중돼 있고 이 1인이 국가와 군대를 모두장악한 권력구조는 지금도 변함없다. 하지만, 조선노동당은 체제위기 응전 차원에서 지배구조의 개혁만큼은 시도했다. 따라서 탈냉전 이후 북한사회 정치구조변화를 읽으려면 권력구조보다는 지배구조에 주목할 필요가 있다. 이 글에서는지배구조 변화의 내용을 당 내 1인 권력자의 발언, 1992년 이래 현재까지 9차례나 이루어진 개헌 내용 등을 주요 자료로 해석했다.
조선노동당이 추진한 지배구조 개혁의 핵심은 분산형 지배구조로의 전환, 곧국가기구의 지배기능 활성화다. 이는 김일성-김정일의 중앙인민위원회-국방위원회-정무원 역할 분담 체계, 김정일의 국방위원회-최고인민회의 상임위원회- 내각 역할 분담 체계를 거쳐, 2016년 이후 국무위원회-최고인민회의 상임위원회-내각 역할 분담 체계가 정립되면서 정착 단계에 이르렀다. 체제위기 심화 국면에서 당기구의 지배기능이 국가기구의 지배기능에 비해 상대적으로 저하되기도 했지만, 이 역시 2010년 9월 당 중앙위원회 전원회의와 당 대표자회 개최 이후 다양한 수준의 당 내 회의 체계가 작동하며 해결되어가는 모양새다.
물론, 이러한 당·국가기구 지배기능 활성화가 곧 당과 인민 사이의 관계가안정화됐음을 의미하는 건 아니다. 요컨대 ‘지배구조의 안정성’과 ‘지배의 안정성’은 별개 문제다. 현재 시점에서 조선노동당이 ‘지배의 안정성’을 확보하는 가장 효과적인 길은 분산형 지배구조 정착에도 불구하고 계속되고 있는 체제위기를 극복하는 길이다. 체제위기 극복 성패는 많은 부분 미국과의 비핵화 협상 성패에 달려 있다.

As North Korean society entered into a system crisis due to the post-Cold War, changes in the political structure were inevitable. The power within the party is concentrated on one person (the leader), and the power structure in which this one person dominated both the state and the military remains unchanged. However, the Korean Workers’ Party tried to reform the governance structure in response to the crisis. Therefore, to read the changes in the political structure of North Korean society after the post-Cold War, it is necessary to pay attention to the governance structure rather than the power structure. In this article, the contents of the changes in the governance structure were interpreted using the remarks of one powerful person in the party and the contents of the constitutional amendments made nine times since 1992 to the present.
The core of the reform of the governance structure promoted by the Korean Workers’ Party is the transition to a decentralized governance structure, in other words, the activation of the governance function of state institutions. This was followed by Kim Il-sung-Kim Jong-il’s Central People’s Committee-Defense Committee-Political Officer role division system, Kim Jong-il’s Defense Committee-Supreme People’s Assembly standing committee-Cabinet role division system, and since 2016 the State Affairs Committee Supreme People’s Assembly Standing Committee-Cabinet role division. As the system was established, the settlement stage was reached. In the face of the deepening of the system crisis, the governing function of the Party institutions was relatively degraded compared to that of the state institutions.
However, after the Plenary Meeting of the Party Central Committee and the Party Representatives’ Meeting were held in September 2010, various levels of intra-party meetings were in operation. It’s going to be resolved.
Of course, this revitalization of party-state governance does not mean that the relationship between the party and the people has stabilized. At this point, the most effective way for the Korean Workers’ Party to secure “governance stability” is to overcome the ongoing system crisis despite the establishment of a decentralized governance structure. The success or failure of overcoming the regime crisis largely depends on the success or failure of negotiations on denuclearization with the United States.
