농업시민권을 통한 식량주권 실현: 친환경농업 생산자 조사를 중심으로 (Enacting Food Sovereignty through Agrarian Citizenship: Focusing on the Environmentally-friendly Agricultural Producers)

최근 신자유주의 기업식량체제에 도전하는 식량주권 운동이 대안농식품운동의 핵심 주제로 크게 주목받고 있다. 이 연구는 식량주권을 어떻게 실현할 것인가란 문제를 제기하고, 농민들의 사회생태적 관계와 실천에 주목해서 식량주권 실현 방안을 모색한다. 이를 위해 농업, 먹거리, 소비자, 환경과의 관계와 변화에 대한 농민들의 태도, 역량, 책임, 실천을 가리키는 농업시민권 개념을 활용해서 친환경농업생산자를 대상으로 경험적 분석을 시도했다. 크게 생산방식, 사회적 관계 및 정체성, 사회정치적 차원으로 범주화한 변수들을 중심으로 친환경농업 생산자들의 농업시민권의 차이와 형성에 영향을 미치는 요인들을 검토하였다. 분석결과, 친환경농업 실천수준이 높은 유기농 농민들, 소비자와의 사회적 거리가 가까운 농민들, 다른 생산자들과 적극적으로 협력하는 농민들, 농민으로서의 자긍심과 농업 농촌의 중요성에 대한 인식이 높아진 농민들, 사회정치적 행동에 적극적으로 참여하는 농민들이 농업시민권이 높은 것으로 밝혀졌다. 이 중에서도 특히, 친환경 농민들 간의 연대와 농(農)정체성의 강화가 농업시민권을 형성하는데 다른 요인들보다 중요한 영향력을 갖는 것으로 분석되었다. 결론적으로 식량주권 운동을 발전시키기 위해서는 농민들의 연대와 책임의 사회생태적 관계와 성찰적 농업시민권을 강화시키는 주체형성 전략과 실천들이 요구된다. 본 연구는 대안농식품체계와 먹거리정치의 주체에 관한 이론적 논의와 실천 전략을 진전시키는데 기여할 것으로 기대된다.

영어초록

As concerns over the neoliberal corporate food regime are increasing, food sovereignty movement is becoming a main theme of alternative agrifood movements. Given that circumstance, this article aims to address how to build food sovereignty in South Korea. Taking into account the role of farmers as a subject in changing the current food regime and realizing food sovereignty, this paper particularly focuses on the social ecological relationships and practices of agricultural producers. Using the emerging concept of agrarian citizenship, which is referred to as agricultural producers attitudes, capacities, responsibilities, and practices in relations with agriculture, food, consumers and ecology to ensure agroecological food sovereignty, the paper implements empirical analysis based on survey data collected from environmentally-friendly agricultural producers. Examining variables classified with farming practices, social relations, and socio-political categories, this study investigates the factors that contribute to the differences and formation of agrarian citizenship. The result of the analysis shows that organic farmers who conduct small scale eco-friendly farming, farmers who are closely connected with food consumers, farmers who closely cooperate with other farmers, farmers who have enhanced self esteem and identity as agricultural producers, and farmers who are very active in social and political engagements, are more likely to have higher agrarian citizenship. Among these factors, eco-friendly farmers` solidarity relationship and enhanced rural action identity have the greatest influence on agrarian citizenship. This article concludes by arguing that farmers need to be considered as a significant subject and agrarian citizenship based on social ecological relations and reflexive agrarian identity should be enhanced in order to develop the food sovereignty movement. This study is expected to facilitate the theoretical discussions and practical visions of alternative agrifood movements and food politics in terms of rural action of agrarian citizens.
