근대 한중일(韓中日) 블룬칠리의 민족·국민 개념의 수용과 변용 : 가토 히로유키/량치차오/나진·김상연을 중심으로 (Acceptance and Transformation of the Bluntschli’ National Thought in Modern Korea, China, and Japan : Focusing on Kato Hiroyuki, Liang Qichao and Na Jin·Kim Sangyeon)

초록

19세기 말 20세기 초 한중일은 서세동점의 위기의식 하에 ‘인민은 있어도 국민은 없다’는 국가 부재의 현실을 타개해 나가고자 하였다. 그 위기 극복을 위해 비중 두어졌던 것이 서구 국가사상의 수용을 통한 신 국가건설이었다. 당시 다양한 서구 국가사상이 동북아 한중일에 소개되었지만 이 가운데서 가장 주목받았던 것은 블룬칠리의 국가사상이었다. 블룬칠리는 국가의 성립조건을 민족과 국민에 두었다. 국가의 기원은 단체를 이루는 인간의 천성에 있고, 동일한 종교와 언어 등이 이루는 공동정신에서 민족은 형성되며 민족이 정치적 단결을 이룰 때 국민이 된다. 따라서 한중일 모두는 신 국가건설을 모색함에서 민족과 국민을 주목했다. 가토 히로유키는 블룬칠리가 말한 ‘나치온(nation)’을 ‘民種’으로 번역했고, 량치차오는 ‘民族’으로, 나진/김상연은 ‘人民’이라는 용어를 사용했다. 이 용어의 차이는 국가론을 접근하는 방식과 무관하지 않다. 가토 히로유키는 지배계급의 입장에서 民種과 국민의 관계를 규정하여 천황제 중심의 입헌국가로 지향해 나갔다면, 량치차오는 블룬칠리가 제시한 국가성립조건으로서 민족개념을 발전시켜 소민족주의와 대민족주의를 함께 주창하여 다민족의 혼합국가를 지향했다. 이는 한족(漢族)이 중심이 되는 대민족 국가를 이루어나가고자 함이었다. 한편 나진/김상연은 인민의 공동정신을 강조했고, 국민은 인민의 정치적 단결로 이루어지는 정치적 결합체라는 것에 주목하여 국민주권을 지향해 나갔다. 또한 만국 모두가 동귀일체가 되는 대동국가 건설을 이상으로 삼았다.

영어초록

The modern Korea, China, and Japan tried to overcome the reality of the absence of the state under the sense of crisis that there are not nation but people. One strategy to overcome this crisis was the use of Western national ideology and the construction of a new state. At the time, various western national ideologies were introduced to Northeast Asia, but the most notable of them was the national ideology of Bluntschli. Japanese scholars went directly to Europe to study the national thought and came back to their own country to lead the discourse of state through the introduction of Western national ideology. China has developed Western theories through Western missionaries such as Martin who have come into the country, or by translating Japanese translations. In the case of Korea, indirect acceptance was achieved through Japan and China.
Bluntschli placed the conditions of state on people and nation. The origin of the state lies in human nature. People and nation are the product of history. A people comes into being by a slow psychological process, in which a mass of men gradually develop a type of life and society which differentiates them from others. The rise of a nation implies merely a political process, the creation of a state, and may therefore be brought about quickly by a new constitution, but not with real safety unless built upon a basis of nationality.
Kato Hiroyuki(加藤弘之) translated the concept of nation and volk in Bluntschli as race of people(民種) and nation, Liang Qichao(梁啓超) translated to people(民族) and nation. Also Na Jin(羅瑨) & Kim Sang-yeon(金祥演) translated to peoples(人民) and nation. The difference in terminology is related to the way of approaching theory of state. In the case of Kato Hiroyuki, which is translated “race of people(民種),” there is an aspect that imposes the ruling class perspective. Also Liang Qichao, translated “people(民族)”, literally has a context that puts weight on ethnic issues. In addition, the case of Na jin / Kim Sang-yeon, which is translated as “peoples(人民)” suggests that the human nature and common spirit of peoples. From the standpoint of the ruling class, Kato Hiroyuki defined the relationship between the race of people and nation and headed toward the emperor-centered state. Liang Qichao advocated minor nationalism and large nationalism together, aiming for a mixed state of multi-ethnics. Also Na jin / Kim Sang-yeon, meanwhile, puts the origin of the state on an individual, not a nation. They insisted on moving forward as "oneness of the world" of universal, with emphasizing the collective nature of individual.
