초록

지역축제는 지역의 고유한 문화를 기반으로 지역민들의 화합을 이끌어내고, 지역의 문화발전, 지역 이미지 제고 등 지역의 정체성을 확립하는 역할을 한다. 또한 세계에 한 지역이나 국가의 고유한 문화를 알릴 수 있는, 지역민들의 삶이 총체적으로 반영된 중요한 문화콘텐츠이다. 이러한 의미에서 지역축제는 지역성을 가지는 동시에 세계성을 지닌다고 할 수 있다.
진주탈춤한마당은 1996년 한국에서 개최된 최초의 탈춤축제로서, 올해로 14회째를 맞이하는 지역축제이다. 관주도의 하달식 운영으로 진행되고 있는 여타 축제와는 달리 초기부터 지역 문화 예술인과 학자들의 협력으로 만들어진 순수민간축제로서 차별성, 자율성이 돋보이는 축제라 할 수 있다. 이 축제를 계기로 1998년에는 60년 넘게 전승이 단절되었던 진주오광대를 복원하는 사업이 추진되어 재연공연을 이루어냈으며, 2003년에는 진주오광대가 경상남도 무형문화재 제27호로 지정되는 성과도 있었다. 이후 이 축제는 복원된 진주오광대를 포함한 낙동강 서부의 오광대 탈놀음을 비롯하여 국내 각 지역의 탈춤과 마당극 공연, 동아시아의 탈춤, 그리고 탈춤을 주제로 한 학술심포지엄인 학예굿, 대동놀이와 같은 시민참여 프로그램 등을 주요 내용으로 발전해 왔다. 최근에는 동아시아탈춤축전을 지향하며 세계축제로서 도약하고 있는 중이다.
진주탈춤한마당은 과거 진주의 민중 문화였던 탈춤을 바탕으로 한 탈춤축전이자, 지역의 학술·예술인들이 이끌어가는 민중축제이다. 또한 잊혀진 진주오광대를 복원함으로써 지역 문화를 창조적으로 계승하는 지역축제이며, 지역축제를 넘어 동아시아탈춤축전, 세계축제로 성장하고자 한다. 그러나 진주탈춤한마당의 4가지 지향점들에는 모순과 한계가 공존하고 있다. 이 문제점들은 현재 한국의 축제들이 가지는 공통적인 문제와 일맥상통한다. 문제의 근본적인 원인은 축제의 기본적인 속성에 대한 체계적인 이해가 부족하기 때문이다. 이를 해결하기 위해서는 무엇보다 지역주민들이 주인의식을 가지고 스스로 참여하여 공동체의식을 확인함으로써 지역적 정체성을 드러낼 수 있는 축제로 나가는 것을 축제가 지향해야 할 핵심으로 보았다.
이 같은 맥락에서 지역문화를 기반으로 한 진주탈춤한마당이 얼마나 지역성을 나타내고 있는가를 역사적으로 살펴보고, 현재 지역사회와 지역민들에게 어떤 모습으로 인식되고 있는지, 어떤 문제점을 안고 있는가를 지적하기로 한다. 문제점의 해결방안의 방향성은 크게 본연의 고유성을 살리는 것이라 생각하고 최대한 진주탈춤한마당이 가지고 있는 본연의 개성을 살리는데 중점을 두고 지역적 정체성을 강화하고 나아가 세계화할 방안을 제시한다. 이로써 진주탈춤한마당이 지역 문화의 개념을 넘어 진주의 지역문화 콘텐츠로서 자리 잡고, 지역을 넘어 세계 축제로 성장할 것을 기대하기 때문이다.

영어초록

Local festival creates harmony of local people based on unique culture of the region and plays a role in establishing regional identity through cultural development and image reconsideration of the region and so on. It is also an important culture contents reflecting life of local people on the whole and it can show indigenous culture of a region or a nation to the world. In this respect, we can say that local festival has both regionality and globality.
Jinju Talchum Hanmadang is the first mask dance festival to be held in Korea in 1996. This year is its 14th anniversary. Unlike other festivals run in the way of conveying an order and led by government office, it is pure civil festival made by cooperation of local culture artists and scholars. Its difference and autonomy is outstanding. With this festival, restore project of Jinju Ogwangdae, which has not been passed down over 60 years, began and also a second presentation was achieved. In 2003, Jinju Ogwangdae obtained a good result of being designated as the 27th Intangible Cultural Asset of Gyeongsangnam-do.
Since then this festival composed with Ogwangdae in the east of Nakdong River including restored Jinju Ogwangdae(mask dance play) and madang-guek performance(traditional Korean outdoor performance) in each region in the country, mask dance in the east Asia and Hakyegut(symposium whose subject is Talchum) and Daedongnori as civil participatory programs has developed. Recently it is jumping as a global festival towards Mask dance and Drama Festival in the east Asia.
Jinju Talchum Hanmadang is the festival based on the talchum which used to be popular culture in Jinju. And also it is popular festival leading the local scholars and artists. Also it is a local festival succeeding to local culture creatively by restoring the forgotten Jinju Ogwangdae and it is intended to grow up into the East Asia Mask Dance and Drama Festival and into global festival.
However, conflict and limit coexist in the aim of Jinju Talchum Hanmadang. The problem is that current Korean festivals are connected to the festival's own common problems. The fundermental reason for the festival lies in the lack of systemic understanding about basic attributes of the festival. To solve this problem, it is the point that the festival should be aimed to go toward the festival which can show the local identity by confirming the sense of community through participation with local people's own ownership.
In this context, let's take historic look at how much Jinju Talchum Hanmadang represent regionality. And I'll point out how local society and local people recognize it and which problems it has.
I thought direction for problems solution is, at large, to vitalize its own uniqueness. And then it must reinforce local identity focusing on revealing individuality Jinju Talchum Hanmadang has as possible as it can and by extension, it should offer the plan for globalization. This is because I hope that with this, Jinji Talchum can establish itself as contents of local culture in Jinju and grow into global festival beyond the concept of local culture.
