초록

본 연구는 1960∼70년대 빈곤이 국가이데올로기의 가장 중요한 통치 대상이 되는 과정을 고찰하였다. 대통령 연설문에 나타난 경제적 빈곤에 대한 분노와 적대는 소설, 수기 등 대중적 매체를 통해 수치심으로 전환, 확대되었다. 이때 문학은 문화의 심층부에서 국가의 통치전략을 용인하고 복제함으로써 대중을 설득하는 양식이 되기도 한다. 그러나 문학의 위대함은 빈민들의 공동성을 발견하고 이를 통해 수치심이라는 개인적인 정서를 우회해 지배이데올로기를 내파하는 새로운 재현의 길을 여는 데 있다.
빈곤 통치는 경제성을 삶의 총화로서만 다루면서 전 국민을 생존 기계로 전환한 것이었다. 그것의 가장 큰 폐해는 자치공동체의 훼손과 파괴이고 오늘날 자치공동체는 절멸한 상황이다. 이에 우리에게 필요한 것은 동물적인 생존 기계로 만드는 통치술에 저항해 인간의 존엄성을 지키며 자유를 확보하는 일이다.
박태순, 이문구는 빈민이 자신의 자유를 실현할 수 있는 자치공동체의 영역이 이미 우리 내부 안에 존재해 왔음을 보여준 작가이다. ‘외촌동’, ‘독가촌’, ‘우리 동네’는 타인을 동정과 연민의 시선으로 포장하지 않고 자신의 행동을 비추는 거울이자 갈등을 조율, 중재하는 장으로서 공론ㆍ정치적 영역을 보여주고 있다. 로컬공동체란 서로 상이한 위치의 사람들이 각자의 삶을 서로에게 보이고 서로 다른 입장을 이야기 하고, 들을 수 있는 공동의 장소이다.
오늘날 한국 사회는 여전히 빈곤하다. 현재의 경제적 상황을 과거와 비교할 수 없음에도 여전히 경제적 기준, 물질적 풍요로 환산할 수 있다고 믿는다. 그러나 경제성만으로 우리 삶을 결정하는 유일한 척도로 남아 있게 해서는 안 된다. 이를 위해 본 연구는 1960~70년대 국가의 기획과 목표에 따라 제 존재의 근원이 뿌리째 흔들리는 순간에도 자신들을 보호할 관계들을 포기하지 않았던 데에서 빈민의 의의를 찾은 것이다.

영어초록

This study was conducted to review the process of poverty becoming the most important object of governance of national ideology in the 1960s and 1970s. The anger against the poverty of Korean reality presented in the speeches and statements of the president turned into hostility and shame. Thus, poverty reign refers to the forcing of people to take practical action by transforming their anger and hostility toward poverty into shame. Poverty reproduced in novels, autobiographies, and biographies contributed to its nationalization by persuading people and as a justification of the government.
Therefore, the poverty of Korean society in the 1960s and 1970s is related to getting by, hunger, and simple survival. However, the transformation of the entire population into a survival machine is just a superficial result of poverty reign. The greatest negative impact of poverty reign on Korean society is the breaking down of the resistance style that individuals have endured without being incorporated into the ruling strategy as the poor have responded to disasters in their ways for a long time and protected themselves from the violence of the ruling party.
Local community means that people in different positions (region, class, gender, age, etc.) can show their lives to each other where everyone and objects are observed by various people without losing their identity. It is where people can talk about different opinions and listen. The local community is a place to defend oneself from the pressure of governance to tame individuals into a single entity. This is a public and political area as a reflector to reflect one’s behavior without other people’s pity and sympathy and a mediator that mediates conflicts. What is more important is that this common place is not conceived by the author’s personal abilities such as Park Tae-soon or Lee Moon-gu. Because of the sincerity of the author who observed the poverty and its internal drive, we knew that the domain of the autonomous community has already existed within us with the poor as the political subject.
Today, Korean society is still poor. However, today's poverty is turning into a problem of securing a sense of solidarity with other people and a living space for human life. The development of the community is creating a space where 'region', 'life', 'individual', and 'preference' can exist in a goal-oriented country. The new community, which will be comprised of various the interests of individuals, should be formed on the level of cultural quality of life that contributes to the formation of grassroots democracy, as a fence that checks the power of big organizations, such as the country or enterprise, and protects their autonomy. For this purpose, the goal of this study was to find the significance of the poor, as they did not give up the communal relationships that would protect them at the moment when the origin of their existence was in danger depending on the country's planning and goals in the 1960s and 1970s.
