시도교육청의 중장기 교원수요 추계모형 제안과 적용 (Proposing and Applying a Medium-To-Long-Term Teacher Demand Projection Model at the Local Education Office Level)

초록

시도교육청은 교육부로부터 독립하여 교원 수급 정책을 수립할 수 없다. 교육부가 시도교육청별로 정한 정원을 기준으로 학생 배치를 진행하며, 배치 시설과 교원 수급 상황을 종합적으로 고려하여 학급당 학생수를 조정하고 학교급별, 학교별 학급을 편성하고 교원을 배치한다. 중장기적으로는 안정적인 교원 유지를 위해 신규 채용 규모 관리도 필요하다.
본 연구에서는 시도교육청 차원에서 학령인구 감소를 고려하더라도 교원 수요는 중장기적인 관점에서 이루어져야 한다는 점을 감안하여, 시도교육청 단위에서 2042년까지의 교원 수요 예측을 시도하였다. 정확하고 신뢰할 수 있는 교원 수요 예측을 위해, 학생수와 학급당 학생수, 교육과정 개정, 고교학점제 도입 등 교원 수급에 영향을 미치는 정책변인을 고려하였다. 또한, 학급당 학생수와 함께 학급당 배정 인원에 따라 정밀하게 학급을 배분하고 교원을 배치하는 방식을 제안하였다. 학교별 학년별 학생수를 추계하고, 이를 기반으로 학급수와 교원수를 추계하였다. 이를 위해 교육행정정보시스템의 2022년 기준 학교별 편성 학급수와 교원수를 토대로 두 변수 간의 관계를 모델링한 필요 교원 산출식을 개발하였다.
본 연구에서는 학급별로 학생을 균등하게 배정하는 방식과 평균 학생수를 기준으로 학급을 편성하는 방식 간에는 교사 수요 차이가 크고, 적정 학급 기준과 교육여건 변화의 정도에 따라 교사 수요가 크게 달라질 수 있다는 점을 확인하였다. 이에 따라, 교원수를 추정하기 위한 적절한 학급 규모에 대한 고려와 학생수 및 교원수 추계 방법의 개선이 필요함을 제안하였다.

영어초록

Local education offices cannot set teacher supply and demand policies independently of the Ministry of Education. These offices conduct student placement based on the teacher quota set by the ministry for each local education office. They adjust the number of students per class, organize classes by grade and school, and assign teachers, taking into account facilities, teacher supply, and demand in a comprehensive way. In the medium to long term, it is also necessary to manage the size of new hires in order to maintain stable teacher retention. In this study, we have attempted to project the demand for teachers at the local education office level through 2042. We believe that the demand for teachers should be viewed from a medium- to long-term perspective, even taking into account the decline in the school-age population at the city and provincial levels. To make an accurate and reliable projection of teacher demand, we considered policy variables that affect the supply and demand of teachers, such as the number of students and the number of students per class, curriculum revision, and the introduction of the high school credit system. In addition, we proposed a method of assigning classes and staffing them by equalizing the number of students in each class. We projected the number of students per grade by school, and based on that, projected the number of classes and teachers. To do this, we developed an equation for calculating the number of teachers needed and modeled the relationship between the two variables based on the number of classes and teachers per school in 2022 from the National Education Information System. The paper concludes that the difference between the average number of students per class and the same number of students in each class is significant, and that the demand for teachers may vary significantly depending on the appropriate class size and the degree of change in educational conditions. The results also suggest that it is necessary to consider the appropriate class size and improve the method of projecting the number of students and teachers to estimate the number of teachers.
