초록

본 연구는 4차 산업혁명에 대한 대응을 위하여 부패방지와 윤리규범을 연구하였다. 본 연구의 결과, 4차 산업혁명은 급격한 변화를 초래하기 때문에 적절한 대응을 위하여 부패방지와 윤리규범에 대한 설정이 요구되고 있다. 이를 위하여 본 연구는 1-4차 산업혁명의 변혁적 특성을 고찰하고, 코로나19 펜데믹의 여파를 통하여 사회변혁과 인간에게 미치는 영향력을 살펴보았다.
그리고, 본 연구는 4차 산업혁명에 대응하는 미국, 일본, EU와 한국정부의 대응책을 간략하게 다루었다. 이 과정에서, 4차 산업혁명에 대한 주요국의 대응과 한국정부의 대응이 경제적 관점과 기술적 차원에 머물러 있다는 사실을 확인하였다. 또한, 윤리적 차원의 대응 역시 빅데이터 활용이나 정보교환과정에서 발생하는 개인정보 보호문제에 한정되는 상황을 재인식하였다.
동일선상에서 4차 산업혁명을 둘러싼 문제들은 (1) 인간의 존엄성 문제, (2) 4차 산업혁명에 대한 수용성 문제, (3) 윤리규범의 설정과 부패방지 문제 등으로 제시된다. 이 같은 본 연구의 결과는 4차 산업혁명에서 발생하는 문제점들이 인간의 존엄성 훼손에 대한 우려와 심리적 불안감에서 기인하는 것으로 정리된다.
특히, 인간의 존엄성 문제는 4차 산업혁명에 대한 인간의 욕망과 변혁적 특성에 기인한다. 애초에, 1-4차 산업혁명의 궁극적인 목적은 인간의 효용과 편리성을 극대화하는 것에서 출발한다. 다만, 1-3차 산업혁명은 인간의 효용과 편리성을 극대화하는 과정에서 과학기술이 보조적인 역할을 수행하였다.
이와 대조적으로, 4차 산업혁명에서 과학기술이 인간을 점진적으로 대체하고 있다. 어느 시점부터, 인간의 노동력 자체가 비효율로 취급되어 인간이 기계로 대체되는 심리적 불안감과 우려는 지속될 수 밖에 없다.
따라서, 인간의 존엄성 훼손은 피할 수 없게 되어 4차 산업혁명을 관통하는 문제의 본질이 된다. 4차 산업혁명을 둘러싼 수용성 문제는 국가주도의 정책개입으로 인해 논란을 일으킨다. 결국, 이러한 일련의 흐름은 4차 산업혁명에 우리가 대응하기 위해 부패방지와 윤리규범을 성찰하게 한다. 본 연구가 후속연구에 시사점을 제공하길 바라며, 연구를 종결한다.

영어초록

This study researched to respond anti-corruption and ethical standards for the 4th Industrial Revolution. Results of this study, because the 4th industrial revolution brings about drastic changes, In order to respond appropriately, anti-corruption and establishment of ethical standards are required. To this end, this study exmined considering the changing characteristics of the 1st-4th industrial revolution, through the aftermath of the Corona19 pendemic.
And, this study briefly looked at the countermeasures of the US, Japan, EU, and Korean governments in response to the 4th industrial revolution. In this process, it was confirmed that the responses of major countries and the Korean government to the 4th industrial revolution remained in the economic and technical dimensions. In addition, it was recognized that the ethical response was also limited in terms of personal information protection that occurred in the process of using big data or exchanging information.
On the same line, the problems surrounding the 4th industrial revolution are presented as (1) the problem of human dignity, (2) the problem of acceptability of the 4th industrial revolution, and (3) the establishment of ethical norms and the problem of anti-corruption. The results of this study appear to be due to concerns about the loss of human dignity and psychological anxiety that the problems arising in the 4th industrial revolution are.
Especially, the problem of human dignity stems from human desire and transformative characteristics for the 4th industrial revolution. At first, the ultimate purpose of the 1st-4th industrial revolution starts from maximizing human utility and convenience. Merely in the first and third industrial revolutions, science and technology played an auxiliary role in maximizing human utility and convenience.
In contrast, science and technology are gradually replacing humans in the Fourth Industrial Revolution. At some point, the psychological anxiety and concern that human labor itself is treated as inefficiency and humans are replaced by machines inevitably persist.
Therefore, the damage to human dignity is inevitable and becomes the essence of the matter penetrating the Fourth Industrial Revolution. The issue of acceptability surrounding the 4th industrial revolution arouses controversy due to state-led policy intervention. In the end, this series of trends makes us reflect on anti-corruption and ethical norms in order to respond to the 4th industrial revolution.
I hope that this study will provide implications for subsequent studies, and I conclude the study.
