북한의 2차 핵실험과 핵개발 의도 (The 2nd nuclear test of North Korea and hidden intention of nuclear development)

초록

본 논문 목적은 “북핵을 어떻게 바라보고, 어떻게 접근할 것인가?”에 대한 답을 찾는데 있다. 이를 위해 본 논문은 2차 핵실험에서 보여준 북한의 핵능력을 유추해 보고, 핵실험 이후 전개된 국제사회의 반발과 대화 가능성을 살펴본 후 동북아 안보환경 분석을 통해 북한의 핵개발의도를 파악해 보고 있다. 북한의 핵개발 의도를 정확히 파악하는 것은 어렵지만, 동북아의 안보환경을 분석해 봄으로써 북한의 핵 의지를 어느 정도 유추해 볼 수 있다.
북한의 2차 핵실험을 높이 평가하여 북한이 플루토늄탄과 우라늄탄 수개를 제작하였다고 해도 이는 초기단계의 핵무기일 가능성이 높다. 북한의 노후된 핵시설, 경제력, 기술력 등을 고려할 때 북한이 명실상부한 핵 억지력을 갖춘 핵보유국이 되기 위해서는 더 많은 시간과 과정이 필요해 보인다.
한편, 북한의 2차 핵실험 이후 국제사회는 UN 대북제재 결의안 1874호를 통해 북한을 강력히 비난하고, 1차 핵실험 때 결의한 1718호 보다 강화된 대북제재에 들어갔다. 그러나 클린턴 전 미국대통령의 방북이후 6자회담 재개를 위한 북미접촉이 시작되었고, 중국 원자바오 총리의 방북 등을 통해 북핵문제에 대한 대화국면이 전개되고 있다. 이러한 상황변화는 북한의 핵개발의도가 무엇인지를 생각해 보게 한다.
북한이 핵개발을 통해 궁극적으로 의도하는 것이 무엇인지는 변화하는 동북아 안보구조 속에서 그 윤곽을 유추해볼 수 있다. 동북아에서 북한의 가장 든든한 우방인 중국과 러시아도 북한의 핵무기 보유를 원하지 않는다. 특히 중국은 북한과 ‘우호협력 및 상호원조조약’을 맺고 있어 북한이 핵보유를 강행하여 미국의 무력공격을 받을 경우 자동적으로 미국과 교전국이 될 수 있다. 따라서 중국은 북한의 핵무기 보유는 자국에게도 위험하다고 생각할 것이다. 현재 북한이 중국으로부터 받고 있는 경제적 원조와 교류 등을 고려할 때, 북한은 중국의 의견을 결코 무시할 수 없을 것이다.
이러한 상황을 종합해 보았을 때, 북한의 핵실험 궁극적인 의도는 핵보유국이 아니라 핵 포기의 대가로 경제난 극복과 경제회복에 필요한 원조를 기대하는 것이다.또한 미국과 평화조약 및 수교를 통해 자신들의 체제를 제도적으로 보장받는 것이다. 이 경우 북핵문제 해결의 핵심은 양측의 신뢰구축이다. 즉 평화적 협상과정을 통해 미국을 위시한 협상 참가국들과 북한이 “얼마나 빨리 신뢰를 구축할 수 있는가”가 중요 관건이 될 것이다.

영어초록

This thesis is to seek for the answer how we recognize the 2nd nuclear test of North Korea and how we tackle the crisis of nuclear tension in North-East Asia for the peace in the region. To analyse this situation of North Korea nuclear tension, this author tried to evaluate the nuclear capacity of North Korea through the 2nd nuclear test as it is. This papers tries to explain the critical argumentation from international society, checking talk-possibility of six countries concerned and the intention-degree of North Korea's nuclear development through the North East Asia context.
It is very hard to look into the hidden intention of North Korea nuclear development. The reason why it is difficult for the author, is that North Korea has been a secret dictatorship country long ago. Therefore the author took the methodology in security circumstance-screening of North Korea, so that indirectly the author could guess what will be the key intention of North Korea Nuclear project. The author tried to evaluate the 1st and 2nd nuclear tests as they are, and he supposed that North Korea overcome the threshold of nuclear weapon development, which means they have a number of plutonium and uranium bombs. But the author devaluated those bombs as primitive weapons, because North Korea has very old nuclear facilities, weak economic capacity and technical insufficiency. He also believes that it will takes long times for North Korea to achieve the possession status of nuclear weapon. Red China and America are concerned uneasily about North Korea intention through nuclear test.
International society was so surprised to see North Korea nuclear test that they criticised North Korea strongly, with announcing strong anti-resolution 1874 of U.N. security council. The key problem to solve this crisis will be trust relation set-up between U.S. and North Korea from now on. In a sense, what is really hidden goal of North Korea, may be to get economic aid from western society through nuclear game of North Korea, as the author believes so.
China, as a strong ally to North Korea, also regards nuclear weapon of North Korea as dangerous situation. And China has provided lots of economic aids from early 1950 to today. So that North Korea might listen to China advice in short time. China would try to persuade North Korea to abandon nuclear test in future.
The author concludes someday finally U.S. and China would control North Korea's nuclear game through the six-party talks. He declared that the real intention of North Korea would be to get a plenty of foreign aid from western countries enough to overcome the economic crisis of North Korea.
