초록

현재 세계는 4차 산업 혁명시대를 맞이하여 세계 각국은 기술혁명은 물론, 경제사회적 인프라, 기업조직의 대대적인 혁신을 추진하고 있다. 노사관계는 4차 산업의 기술혁명을 뒷받침하여 산업평화와 함께 기업의 경쟁력을 강화함으로써 궁극적으로 국익과 직결되고 총체적으로 국가경쟁력 향상의 필수 요건이라는 측면에서 그 필요성과 중요성은 아무리 강조해도 지나치지 않다.
자동차산업계에서도 각 기업은 지식과 정보의 가치의 중요성을 인식하고 이를 선점하기 위해서 전기자동차, 자율주행차, 수소자동차 등의 첨단기술개발에 기업의 역량을 집중하는 한편, 경쟁기업의 지식과 정보를 입수하여 효과적인 4차 산업의 경영전략을 구사하기 위해 방법을 가리지 않는 ‘총성 없는 전략 전쟁’을 하고 있는 실정이다.
그러나 현대자동차로 대표되는 한국의 자동차기업들은 어렵게 개발한 첨단기술들을 토대로 효과적인 4차 산업의 경영전략을 전개하기 위하여 생산방식의 대대적인 혁신을 과감하게 추진하고 있다. 하지만 이러한 기업의 치열한 노력을 제약하는 최대 요인으로 노사관계를 꼽지 않을 수 없다. 그간 자동차산업을 비롯한 한국의 노사관계는 민주화라는 기치 하에 괄목할 만한 성장을 이루었다. 이제 한국의 노사는 노사관계의 민주화 프레임을 넘어서 4차 산업혁명을 보완하는 성숙한 단계로 나아가야 할 시점이다. 그럼에도 불구하고 현대자동차 등 한국의 자동차 기업은 여전히 민주화 프레임의 틀을 벗어나지 못할 뿐 아니라 노조이기주의적 성향을 강하게 노출하고 있다.
따라서 본 연구는 이러한 시대적 변화의 변곡점에서 노사가 취할 전략 방향을 이웃나라 일본의 세계적 기업인 도요타자동차와의 비교를 통하여 분석하여 본 것이다. 그 결과 현재와 같은 역동적인 시대에는 전략과 노사관계는 연동되어야 하며 역시 경영이 주도권을 갖고 과감한 조직과 생산의 개혁을 추진해야 하며 노동조합은 민주화나 조직이기주의의 틀을 뛰어넘어 협력적 노사관계로 경영을 강력하게 지원하는 것이 노사가 상생하는 길임을 제시할 수 있을 것이다.

영어초록

The Fourth Industrial Revolution has opened a new era that led to the innovations of world’s technologies, economic infrastructures as well as the organization of the business enterprises. The Forth Industrial Revolution supported by the concept of industrial relations reinforces the competitiveness of business enterprises and retains the consistency of the industry. This is directly related to the increase of national interest and at its most, a vital element to the increment of national competitiveness. Even in the area of automobile industry, enterprises have come to recognize the significance of such trend that they are rapidly taking the lead in developing the most advanced technology such as electric cars, autonomous vehicles and FCEV(fuel cell electric vehicle). Along with the advancement of technology, business enterprises are narrowly focusing on procuring the background information of the competing companies in order to propose the most effective fourth-industrial-management-strategy. Korean automobile industry, with the lead of Hyundai Motors, is currently pushing ahead with revolutionizing their production methods in order to effectively implement such fourth-industrial- management-strategy. Such efforts, however, are significantly curbed by industrial relations. It is no doubt that industrial relations in Korea, along with the automobile industry, has come to the fruition under the name of democratization. Now is time for industrial relation in Korea to ascend towards supplementing the Fourth Industrial Revolution by overcoming the limitations of democratization. Unfortunately, number of Korean companies including Hyundai Motors are still confined to the framework of democratization, let alone the display of self-centeredness in regards to industrial relations. Therefore, this study focuses on suggesting the directions in which industrial relations should walk, in keeping with the rapid change of the world trend by analyzing the model of Toyota Motors from Japan.
This study will also suggest significance of the interdependence and the cooperation of industrial relations with the management strategy, along with the importance of breaking through from the self-centeredness and democratization within industrial relations. This, I believe, is the way to taking the lead in such dramatically changing world and to bring about the best interest.
