질적 연구를 통한 경찰 불량식품 단속활동의 효과성 제고 방안 모색 (Enhancement of the Effectiveness of Unsanitary Food Crackdown Activity of the Police through Qualitative Research)

초록

이 연구에서는 불량식품 단속 활동에서 나타나고 있는 내외부적 문제점을 분석하고 경찰의 단속 및 수사 활동의 효과성 제고 방안을 모색하고자 하였다. 이를 위해 일선 경찰관들에 대한 질적 연구 방법을 통해 현장의 목소리를 청취하고 경찰 내부적인 단속 및 수사효율성 저해요인을 분석함으로써 보다 효과적인 단속활동을 실시할 수 있는 정책적 방안을 살펴보았다.
구체적인 연구방법으로는 개별 심층면접(individualin-depth interview)을 진행하였으며, 대상자들이 응답한 내용은 질적 연구 결과에 대한 분석방법 중 가장 일반적인 형태라 할 수 있는 주제 분석법(thematic analysis)을 통해 분석하였다.
연구결과, 경찰은 내부 구성원과 외부 전문가들에 대한 적극적 의견수렴을 통해 불량식품 등 4대악 중점 추진의 지속여부에 대한 면밀한 검토과정을 마려해야 할 것으로 나타났다. 또한 검토과정을 통해 조직 내외부에서 그 타당성을 인정한다면 장기적 정책기조를 유지함과 동시에 업무수행의 타당성을 확보할 수 있는 법적, 논리적 근거를 보완해야 할 필요성이 있는 것으로 보인다.
그리고 단속활동에 대한 ‘성과평가위원회’의 기능을 강화하여 건수 위주의 실적이 아닌 보다 다양한 평가가 이루어질 수 있도록 하고, 식품 분야의 전문 인력을 증원하는 것이 시급한 과제로 나타났다. 또한 내외부 전문화 교육의 강화를 통해 담당 인력의 전문성 향상에 주력하고 유관 기관과의 실질적 협업이 이루어질 수 있는 제도적 장치 마련이 시급한 것으로 보인다.

영어초록

This research aimed to analyze the internal & external issues being shown in the unsanitary food crackdown activity and examine a way to enhance the effectiveness of crackdown & investigation activities of the police. Accordingly, qualitative research method was used for police officers to listen their opinions in the field, and hindering factors of the internal crackdown & investigation efficiency of the police were analyzed to examine policy measures for conducting more effective crackdown activities.
As for specific research method, individual in-depth interview was conducted, and participants' responses were analyzed by using thematic analysis that is the most common type of analytical methods of qualitative research.
Research results showed that the police need to actively collect and reflect the opinions of internal constituents and external experts to prepare a thorough review process on whether to continue with the major implementation of Four Social Evils including unsanitary food. In the case where its validity is recognized internally and externally based on the review process, it would be necessary to also complement legal & logical basis for ensuring the validity of performing duties, as well as maintain a long-term policy direction.
It was also revealed that there are urgent issues such as allowing multidimensional evaluation instead of crackdown case-oriented performances by strengthening the function of 'Performance Evaluation Committee' on crackdown activities, as well as increase personnel specializing in the food area. Other urgent issues include focusing on improving the expertise of personnel in charge by strengthening internal & external education and training, and preparing an institutional device for allowing actual collaboration with related organizations.
