지방대학 문제를 다루는 신문 사설의 프레임과 이슈 속성 : 전국 일간지와 지역 일간지의 비교분석 (Frames and Issue Attributes of Newspaper Editorials Reporting Local University Issues : Comparative Analysis of National and Local Dailies)

초록

본 연구는 신문 사설이 지방대학 관련 문제를 어떻게 보도하는지 신문 사설의 프레임을 통해 살펴보았다. 지방대 문제를 어떠한 프레임으로 보여주는지 먼저 살펴봤고, 이슈 속성으로서 지방대 위기 문제가 발생한 책임 귀인과 해결방안은 어떠한 것들이 주로 제시되었는지 분석했다. 지역적 이해관계를 반영하는 지방 신문사 조직이 받는 압력에 따라서 뉴스 프레임의 차이가 있다는 프레임 구축을 검증했다. 이를 위하여 전국 일간지와 지역 일간지의 사설을 비교했으며, 정부 시기별로 신문 사설의 프레임의 차이가 있는지도 살펴보았다. 2013년 1월부터 2023년 12월까지의 지방대학 관련 사설을 한국언론진흥재단의 ‘빅카인즈’와 <조선일보> 웹사이트를 이용하여 10개의 전국 일간지에서 109개의 사설을, 그리고 5개의 지역 일간지에서 263개의 사설을 검색한 후 양적 내용분석을 실시했다. 연구 결과 신문 사설은 ‘위기’, ‘개혁 및 구조조정’, ‘배려 및 지원’, ‘지방대 차별’ 등의 프레임으로 지방대학 문제를 다루고 있었다. 지방대 위기 문제에 대한 책임 귀인은 ‘학령인구 감소’, ‘수도권 집중화’, ‘정부 책임’, ‘지방대학 책임’ 순으로 자주 제시되었다. 지방대 위기 문제를 해결하기 위한 방안으로 신문 사설은 ‘정부와 지역사회의 지원 및 협력 강화’, ‘정책 개선’, ‘지역할당’, ‘자율적 개혁’, ‘구조조정’, ‘출구전략’ 순으로 자주 제시되었다. 한편 전국 일간지와 지역 일간지 사이에 주요 프레임의 제시와 책임 귀인 및 해결책 제시에 있어서 차이가 있는 것으로 분석되어 지역적 이해관계를 반영하는 지방 신문사 조직이 받는 압력이 지역 일간지의 프레임 선택에 영향을 미친 것으로 나타났다. 정부 시기별로 신문 사설의 프레임과 책임 귀인 및 해결책 등에서도 분포의 차이가 있었다. 본 연구는 일반 기사가 아닌 사설을 다루었다는 점에서, 그리고 프레임 구축을 검증했다는 점에서 학술적 의의가 있다.

영어초록

This study examined how newspaper editorials reported issue related to local universities through editorials frames. We first investigated how the problems of local universities were presented, that is, what major frames emerged, and analyzed the attribution of responsibility for local university problems and what solutions were mainly presented as issue attributes. We examined frame building that there are differences in news frames depending on the pressure on local newspaper organizations that reflect regional interests. We compared the editorials of national and local dailies, and also investigated whether there were differences in the editorials frames by government periods. From January 2013 to December 2023, 109 editorials related to local universities were collected from 10 national dailies and 263 editorials from 5 local dalies using the ‘bigkinds’ of the Korea Press Foundation and the <Chosun Ilbo> website. After searching for editorials, quantitative content analysis was employed. As a result of the study, newspaper editorials reported local university issues with new frames such as ‘crisis’, ‘reform and restructuring’, ‘consideration and support’, and ‘discrimination at local universities.’ The attribution of responsibility for local university crisis was presented in the following order: ‘reduction in school-age population’, ‘concentration in the Seoul metropolitan area’, ‘government responsibility’, and ‘local university responsibility.’ As a way to solve the crisis of local universities, editorials suggested ‘support and cooperation of the government and local communities’, ‘policy remedy’, ‘regional allocation’, ‘self reform’, ‘restructuring,’ and ‘exit strategy’ in that order. Meanwhile, it was analyzed that there were differences in the presentation of key frames, attribution of responsibility, and solutions between national and local dailies. Also we found that the pressure on local newspaper organizations that reflect local interests influenced the selection of news frames by local dailies. There were differences in distribution of editorials frames, attribution of responsibility, and solutions by government periods. The study has academic significance in that it examines editorials rather than straight news articles and in that it explores frame building.
