초록

박정희시대 한국은 국내외적으로 사상 유례없는 ‘쥐와의 전쟁’을 치렀다. 하지만 전쟁은 끝나지 않은 채 치열한 공방전만이 오랫동안 되풀이되었다. 그러면 이 승산없는 싸움을 정부는 왜 그토록 집요하게 벌였던 것일까? 이 글은 인간과 자연을 동시에 담을 뿐만 아니라 ‘대칭적 시각’으로 바라보려고 한다. 이러한 접근을 통해 쥐잡기운동의 전개 양상과 더불어 그것에 드리운 ‘인간권력의 자취’도 읽을 수 있다.
국가적 쥐잡기운동의 근거와 필요로 당시 중요한 이데올로기, 경제개발, 정치상황이 널리 동원되었다. 우선, 쥐는 위험한 공산주의와 유사한 공적으로, 경제개발을 가로막는 암적인 존재로 여겨지며 ‘박멸의 대상’으로 단정되었다. 이러한 쥐를 몰아내기 위한 국가적 사업은 국민들의 관심을 사거나 돌릴 ‘정치적 출구’로도 유용했다. 이렇게 쥐잡기운동은 정치권력의 의지와 이해가 폭넓게 담기는 좋은 무대였다.
국가적 쥐잡기운동은 물적, 인적 자원을 대대적으로 결집시킨 총력전의 양상을 띠었다. 이 사업을 진두지휘할 참모본부가 농림부를 비롯한 정부부처, 그리고 산하기관까지 포괄함으로써 막강한 진영을 갖추었다. 모든 국민들이 쥐잡기사업에 동원되었고, 강력한 신종 화학약제가 전역으로 배부되었으며, 국민들의 전의를 높이기 위해 요란한 선전이 이루어졌다. 당시 사회에서 작동하는 모든 인간적 기제가 쥐잡기운동에도 고스란히 배어들었다.
쥐와의 전쟁은 인간사회에도 반향을 가져왔다. 쥐잡기운동을 계기로 갖가지 해악을 끼치는 사람들이 ‘인간쥐’로 불렸다. 이러한 일은 당시 벌어지고 있던 사회정화운동을 강화하는데 일조를 했다. 사회정화운동에서 퇴치의 대상으로 삼은 대표적인 사람들이 인간쥐였기 때문이다. 그러므로 사회악을 몰아내기 위한 사회정화운동은 달리 말하면 ‘인간쥐잡기운동’이었다. 이렇게 자연을 대상으로 한 쥐잡기운동과 인간사회를 대상으로 한 사회정화는 서로 연결되어 있었다.

영어초록

Korea has undergone a unprecedented ‘war against rats’ under the Park Chung-hee administration. However, the war had never ended, and the both sides had continuously repeated fierce battles. Why was the Korean government obsessive about the war that could not be won? This paper aims at investigating the relation between man and nature in the symmetrical perspective, through which it is hoped that the paper can shed light on the unfolding of the Rat Eradication Movement and the trace of human power overshadowing the Movement.
For the basis of and reason for the National Rat Eradication Movement, ideology, economic development, and political situations at that times were mobilized. First, rats symbolized communism as public enemy, and cancerous beings that prevent the economic development of the country, and therefore, were considered to be eradicated. Nationally organized movement for getting rid of rats was used as ‘a political exits’ for the government to divert the nation’s interest. As such, the Rat Eradication Movement was a good stage on which the will and interest of political power could play.
The Rat Eradication Movement was an all-in war that consumed a great scale of material and human resources. The headquarters that led the movement were powerful, consisting of officials from various government departments including the Department of Agriculture and Forestry, and affiliated organizations. The whole nation was brought to the movement, and new and strong rodenticides were distributed nationwide, and to promote the morale of the nation, powerful and noisy propaganda was implemented. Every human mechanisms that were working in society was brought to the Movement.
The war against rats also flew into human society. In the process of the Rat Eradication Movement, those who exert various kinds of evil on society have been called ‘human rats.’ This was of a help toward reinforcing the social purification campaign staged at that time, because typical people targeted to be eradicated in the social purification campaign were human rats. The social purification campaign to expel social evil was, to put it another way, the ‘human rat eradication movement’. Thus, the Rat Eradication Movement targeted on nature and the social purification movement targeted on human society were connected to each other.
