신북중경협시대의 도래와 우리의 대응과제 (The Arrival of the New era of North Korea-China Cooperation and Our Measures for the issue)

2000년대 이후 북중경제관계는 양적ㆍ질적으로 비약적으로 성장해왔다. 그 과정은 2000〜2002년간 전략적 관계의 시동단계, 2003〜2008년간 전략적 관계의 본격 추진단계, 2009년 이후 전략적 관계의 심화단계라는 3단계로 발전해왔다. 2000〜2011년간 북중교역규모는 약 11.7배 증가하여 북한의 대중무역의존도가 90%를 넘어섰고, 북중경제관계는 일반교역 형태를 넘어 최근에는 산업협력 및 접경지역 공동개발단계로까지 발전해오고 있다. 중국은 컴퓨터기기, 전구, 시멘트, 자전거 등 제조업분야에 대한 대북투자에서 2005년 북한과 투자보호협정을 맺은 후 자원개발 및 인프라분야에 대한 투자로 투자영역을 확대해오고 있다. 특히 북한이 2차 핵실험을 단행한 2009년부터는, 북핵실험이라는 북한의 국제사회에 대한 도전과 대비되게 대북 경제적 관여정책을 적극 추진함으로써 2011년 6월 북중 접경지역 및 나진ㆍ황금평 등 북한의 경제특구의 공동개발까지 하는 단계에 이르고 있다. 중국 정부는 과거의 “정부유인, 민간기업참여, 시장원리”라는 대북정책 기조에서 최근에는 “정부주도, 민간기업참여, 시장원칙, 호혜공영”의 기조로 전환하여, 양국 정부간 경제협력 그리고 중국의 국영기업 참여가 이루어지는 적극적 관여정책을 시행하고 있다.
북중경제관계의 이러한 양적, 질적 현상은 신북중경협시대가 도래하고 있음을 의미한다. 북중간 경제관계가 이렇게 밀착관계를 맺게 된데는, 혈맹이라는 전통적 유대관계위에 최근 국제질서 변화속에 맞아떨어진 북중간 전략적 이해관계, 북중 양국의 경제개발에 대한 경제적 수요 이 3가지 요인이 작용했기 때문이다. 따라서 최근 신북중경협시대의 도래 현상을 놓고 민족주의시각에서 심각한 우려론만 제기하거나, 자유주의적 시각에서 북한의 개방확대 및 시장경제확산이라는 긍정론만 제기하는 논의들은 한 측면만 보는 것이라고 해야 할 것이다. 신북중경협시대의 도래에는 양 국가의 지경학적 필요성과 지정학적 전략 두가지가 용해되어 있다. 만일 남북경협은 지체되고 있는 가운데, 신북중경협시대가 더욱 확장되어 나간다면, 지경학적 측면에서 남북경협은 통일경제의 구축에 부정적 영향을 받게 된다. 지정학적 측면에서는 남북경협이 휴전선 부근에 한정되는 영향을 받게 된다. 따라서 신북중경협시대의 도래에 직면해서 우리는 남북경협을 단지 남북한간의 경제협력이라는 협소한 시각에서만 보지 말고, 북방경제권과의 연계ㆍ통합이라는 측면에서 고찰하는 새로운 패러다임을 구축할 필요가 있다. 즉 북중경협과 남북경협을 상호 연계하는 전략을 모색하지 않으면 안된다.

영어초록

Since the 2000s, economic relationship of the North Korea-China has been growing quantitatively and qualitatively. The process of development constitutes of 3 phases: The Beginning phase for strategic partnership from 2000 to 2002, the full-scale booster phase for strategic partnership from 2003 to 2008, and the intensified phase for strategic partnership since 2009. That is, between the year of 2000 and 2011, the trade size of North Korea and China has grown by 11.7 times and North Korea’s trade reliance on China exceeded 90%. The North Korea-China’s economic relationship has been transformed from normal trade style to industrial cooperation and joint development of the borderland recently. Before, China invested on North Korea’s manufacturing field such as computer equipment, bulb, cement and bicycle. However, after 2005 when it completed the Treaty of Investment Protection, China has been expanding its investment area for North Korea to resource development and infrastructure. In particular, after 2009 when North Korea carried out the second nuclear test, in comparison with the international communities opinions and strong resistance against the test, China actively pushed ahead with economic engagement policy on North Korea. Now, it even agreed on the joint development of the North Korea-China borderland and exclusive industrial zone including Najin and Hwang-geum-pyeong as of June, 2011. In the past, the Chinese government’s keynote about policies on North Korea was “Enticement of the government, participation of private enterprises, and market principle”. Recently, it now changed into “Government-led, Participation of private enterprises, and public management for mutual benefits”. The country is now seek for the two countries’ economic cooperation and active engagement policies which is participated by China’s state-run companies.
The quantitative and qualitative changes of North Korea-China economic relationship means the arrival of the new era of North Korea-China cooperation. There are three reasons behind this close relationship between the two: the strategic interests between the two countries under the circumstances where the international order is rapidly changing, economic needs for economic development of the two countries, and the traditional blood brotherhood which is the foundation of the whole relationship between the two. Accordingly, the following two types of people both look at one side of a situation: those who are seriously concerned about the new era of North Korea-China cooperation based on nationalism or those who are positive about the situation based on North Korea’s open and principles of economic expansion and spread of the market economy. The arrival of new era of North Korea-China cooperation is based on the mixture of geoeconomic needs and geopolitical strategies of the two. If the two countries’ cooperation expands while the inter Korea cooperation is on a stalemate, the inter-Korea cooperation will get a negative impact for formation of unified economy from the point of geoeconomic view. Therefore, in the face of this new era, Korea should not see the inter-Korean cooperation as mere two Korea’s economic cooperation based on narrow view. Rather, it should shape a new paradigm by which it can consider it as connection and integration with the Northern economic bloc. That is, South Korea has no choice but to pursue a strategy in which the North Korea-China cooperation and the inter-Korean cooperation is tied.
