대한민국임시정부의 인도주의 활동과 적십자 (The Humanitarian Activities of the Provisional Government of Korea and the Red Cross)

초록

본 연구는 적십자회의 설립과 대한민국임시정부, 그리고 임시정부 내에서 적십자회가 구체적으로 어떠한 활동을 펼쳐나갔었는지, 또한 적십자 혹은 적십자적 성격을 지닌 중국 구제활동기관(홍십자회 및 구제총서 등)과의 관계와 해방 이후 한국구제총서의 역할 등에 대해 중점적으로 살펴본 글로 이를 정리하면 다음과 같다.
국제적십자사와 대한제국정부는 1898년 처음 접촉하였다. 스페인 적십자회가 활동 범위를 확장할 목적으로 대한제국 정부에 서한을 보내어 대한제국의 군대병원 시설에 관한 정보를 요청한 것이 그 계기였다. 하지만 1909년 7월 결국 대한적십자사는 합동이라는 미명하에 일본적십자사에 흡수되고 말았다. 창립당시부터 기울어진 국운으로 대한제국의 적십자사는 결국 4년이라는 짧은 기간 동안 밖에 존속치 못한 채 폐지된 것이다. 적십자사가 제네바협약에 가입한 독립된 주권국가 내에 설립되는 조직인 만큼 일제는 대한제국의 적십자 활동이 아무리 미약한 것이었다 할지라도 적십자사가 향후 일제의 조선병합에 걸림돌이 될 것으로 판단했을 것이다. 이후 기나긴 암흑기를 지난 1919년 7월 대한적십자회가 재건되었다.
임정 초창기 적십자회는 임정의 구제활동에 있어 중추적 역할을 담당하였다. 주로 임정의 활동을 지원하기 위한 자금을 모집하는 것이 바로 그것이다. 자금확보는 크게 2가지 방향으로 진행되었다고 볼 수 있는데, 첫째는 내부 자금 모집이었다. 주로 우리 동포들을 대상으로 하여 국내 및 중국 각지, 미주에 이르기까지 우리 동포가 있는 곳이라면 어디에서든 지원을 받았다. 두 번째는 외부의 지원을 적극적으로 받아들이는 것이었다. 1932년 윤봉길 의거 이후 대한민국임시정부에 대한 중국인들의 여론이 급격히 좋아지고, 1937년 중일전쟁의 발발로 일본 제국주의라는 공동의 적을 맞이한 중국 정부(국민당)는 임정에 자금을 지원하였다. 초기 국민정부는 특별한 지원이 필요하다고 판단한 경우에 한해서 자금을 지원했으며, 당시 중국국민정부의 진제위원회와 중국부녀위로자위항전장사총회는 중국의 홍십자회, 구제총서 등 구제기관으로 임정의 적십자회 등을 통해 자금이 지원되었다.
또한 임정의 적십자회는 1945년 구제총회(구제총서) 등을 통해 각국의 구제기관과 연계하여 해방 이후 한인들의 귀환과정에 깊숙이 관여하였다. 특히 중국 구제총서와 연계하여 “어려움에 처한 동북 한교를 신속히 구제하도록” 재촉하는 등 해방 이후 중국지역 한인들의 송환에 적극적으로 움직이고 있었다. 이러한 일련의 제반 활동 등은 다분히 인도주의적 관점에서 뿐만 아니라 4장에서도 설명하였듯이 각기 나름대로의 입장(중국 국공내전, 미국의 정책 우선순위 등)이 있었기 때문에 가능했던 것이었다. 하지만 중요한 것은 임정의 구제총서를 비롯하여 각국의 구제기관 등의 활동은 중국지역 한인들의 귀환문제에 있어 상당한 영향을 끼쳤다는 점이다.

International Red Cross made its first contact with the Korean Empire government in 1898 when the Spanish Red Cross sent a letter to the Korean Empire government and asked for information about the military hospital facilities of the Korean Empire with an aim to expand its scope of activities. Korean Red Cross was, however, absorbed into the Japanese Red Cross under the guise of coordination in July, 1907. The fate of Korea waned around the foundation of Red Cross in the Korean Empire, and it was abolished only four short years in existence. Since Red Cross was set up in an independent sovereign state that was a member of Geneva Conventions, the Japanese Empire estimated that the Korean Red Cross would pose an obstacle to its future annexation of Joseon however weak its activities might be. After a long dark period, the Korean Red Cross was reestablished in July, 1919.
In the early days of the Provisional Government of Korea, the Korean Red Cross played a pivotal role in the provisional government's relief activities. One of its main roles was to raise funds to support the activities of the provisional government. There were two major approaches to fundraising. One of them was to collect internal funds. The target was Korean compatriots. Supports were solicited every place where Korean compatriots were including China and the U.S.A. as well as Korea. The other one was to actively seek after externals supports. Following Yun Bong-gil's act against the Japanese Empire in 1932, the public opinions rapidly favored the Provisional Government of Korea among the Chinese people. Once the Sino-Japanese War broke out in 1937, the Chinese government (Kuomintang) supported the Provisional Government of Korea against their common enemy that was the Japanese imperialism. In its early days, the Kuomintang government offered financial supports to cases that they believed needed special supports. The National Relief Commission (zhenji weiyuanhui 振濟委員會) and National Chinese Women’s Association for War Relief Association (zhongguo funu weilao ziwei kangzhan jiangshi zonghui 中國婦女慰勞自衛抗戰將士總會) under the Kuomintang government those days were relief agencies such as the Red Cross Society of China and Relief and Rehabilitation Administration, and they offered financial supports to the Provisional Government of Korea via the Red Cross.
Under the Provisional Government of Korea, the Red Cross got deeply involved in the return process of Korean people after Korea took back its independence in connection with relief agencies of many nations through the Relief and Rehabilitation Administration in 1945. It made especially active moves for the repatriation of Korean people in China, urging for "fast relief for Koreans in need in northeastern parts of China" by linking with the Relief and Rehabilitation Administration of China. This series of overall activities was possible based on individual positions(Chinese Civil War and America's policy priorities) explained in Chapter 4 as well as a much humanitarian perspective. It is, however, important that activities by the relief agencies of each nation including the Relief and Rehabilitation Administration of the Provisional Government of Korea had considerable impacts on the return issue of Koreans in China.
